โครงการเพิ่มประสิทธิภาพระบบบัญชีข้อมูลภาครัฐ (GD Catalog Smart Plus) เป็นโครงการพัฒนาระบบเทคโนโลยีสารสนเทศของสำนักงานสถิติแห่งชาติ โดยมีเป้าหมายหลักเพื่อยกระดับ “ระบบบัญชีข้อมูลภาครัฐ” (GD Catalog) ให้เป็นแพลตฟอร์มกลางที่ทันสมัย มีประสิทธิภาพ และใช้งานง่ายสำหรับการบริหารจัดการบัญชีข้อมูลและเมทาดาทาของหน่วยงานภาครัฐทั่วประเทศ
ขอบเขตของงานครอบคลุมกระบวนการพัฒนาระบบซอฟต์แวร์แบบเต็มวงจร เริ่มตั้งแต่การวิเคราะห์ความต้องการของผู้ใช้และระบบเดิม การออกแบบสถาปัตยกรรมและส่วนต่อประสานผู้ใช้ (UI/UX) ไปจนถึงการพัฒนาโปรแกรมประยุกต์ทั้งส่วนหน้า (Front-end) และส่วนหลัง (Back-end) โดยใช้เทคโนโลยีที่เหมาะสม งานสำคัญอื่นๆ ได้แก่ การออกแบบและจัดการฐานข้อมูล การย้ายข้อมูลจากระบบ GD Catalog เดิมมาสู่ระบบใหม่ การพัฒนาบริการเว็บและ API เพื่อการเชื่อมต่อกับระบบอื่นๆ การทดสอบระบบอย่างละเอียดทั้งด้านการทำงาน ความปลอดภัย และประสิทธิภาพ ตลอดจนการจัดทำคู่มือและจัดฝึกอบรมให้กับผู้ดูแลระบบและผู้ใช้ปลายทาง
ผลลัพธ์หลักของโครงการคือระบบ GD Catalog Smart Plus ที่พร้อมให้บริการ ซึ่งจะช่วยให้หน่วยงานภาครัฐสามารถลงทะเบียน จัดหมวดหมู่ ค้นหา และเปิดเผยบัญชีข้อมูลได้อย่างมีระบบ ส่งเสริมความโปร่งใสและการใช้ข้อมูลร่วมกัน อันเป็นพื้นฐานสำคัญต่อการพัฒนานโยบายและการบริการสาธารณะที่มีประสิทธิภาพ
The Government Data Catalog Smart Plus (GD Catalog Smart Plus) Enhancement Project is an information system development initiative by the National Statistical Office of Thailand. Its primary objective is to upgrade the existing “Government Data Catalog” (GD Catalog) into a modern, efficient, and user-friendly central platform for managing data inventories and metadata of all government agencies.
The scope of work encompasses the full software development lifecycle. This includes analyzing user requirements and the legacy system, designing the system architecture and user interface (UI/UX), and developing both the front-end and back-end applications using suitable technologies. Other key tasks involve database design and management, migrating data from the old GD Catalog system to the new one, developing web services and APIs for interoperability, conducting comprehensive testing (functional, security, performance), and creating user manuals along with training sessions for system administrators and end-users.
The main deliverable is the operational GD Catalog Smart Plus system. This platform will enable government agencies to systematically register, categorize, search, and disclose their data inventories, thereby promoting transparency, data sharing, and informed policy-making and public service delivery.
