สำนักงานศาลปกครองมีโครงการจ้างพัฒนาระบบภายใต้โครงการพัฒนาระบบศาลปกครองอิเล็กทรอนิกส์ (e-Admincourt) ในกิจกรรมการพัฒนาระบบต้นแบบของศาลปกครองอัจฉริยะ (ร่างคำพิพากษา) โดยมีวัตถุประสงค์หลักเพื่อใช้เทคโนโลยีปัญญาประดิษฐ์ (AI) และโมเดลภาษาขนาดใหญ่ (Large Language Model: LLM) มาเพิ่มประสิทธิภาพและความรวดเร็วในการบริหารจัดการคดีปกครอง ซึ่งมีปริมาณและความซับซ้อนเพิ่มขึ้นอย่างต่อเนื่อง
ขอบเขตงานประกอบด้วยการจ้างศึกษาและพัฒนาโมเดล LLM เฉพาะทางสำหรับภาษากฎหมายปกครองผ่านการฝึกฝนและเรียนรู้เพิ่มเติม (Fine-tuning) จากข้อมูลเอกสารคดีจริง รวมถึงการออกแบบและพัฒนาระบบต้นแบบ (System Prototype) ที่นำโมเดลนี้มาประยุกต์ใช้ ระบบจะต้องมีฟังก์ชันสำคัญ เช่น การวิเคราะห์และตรวจสอบความครบถ้วนของคำฟ้อง การจัดหมวดหมู่คดีอัตโนมัติ การสืบค้นคำพิพากษา/คำสั่งที่ใกล้เคียงด้วยเทคนิค RAG (Retrieval Augmented Generation) และการแนะนำข้อความสำหรับการร่างคำพิพากษา/คำสั่ง โดยคำนึงถึงความปลอดภัยและความลับของข้อมูลคดี นอกจากนี้ยังต้องจัดทำแนวทางการประยุกต์ใช้ AI อย่างมีธรรมาภิบาล (AI Governance) และจัดหาเครื่องคอมพิวเตอร์แม่ข่าย (Server) พร้อมติดตั้งโมเดลสำหรับใช้งานแบบ On-Premise
โครงการมีวงเงินงบประมาณ 5,000,000 บาท และกำหนดระยะเวลาส่งมอบงานทั้งหมดภายใน 330 วันนับจากวันลงนามในสัญญา
The Administrative Court Office is procuring services for the development of a system under the e-Admincourt project, specifically for the activity of developing a prototype for the Smart Administrative Court (Judgment Drafting). The primary objective is to utilize Artificial Intelligence (AI) and Large Language Models (LLM) to enhance the efficiency and speed of administrative case management, given the increasing volume and complexity of cases.
The scope of work includes contracting for the study and development of a specialized LLM for administrative law language through fine-tuning using actual case document data, as well as the design and development of a System Prototype that applies this model. Key system functions must include analysis and verification of complaint completeness, automatic case categorization, searching for similar judgments/orders using RAG (Retrieval Augmented Generation) techniques, and suggesting text for drafting judgments/orders, while ensuring data security and case confidentiality. Additionally, the project requires the development of an AI Governance framework and the provision and installation of an on-premise server to host the model.
The project has a budget of 5,000,000 THB and a total delivery period of 330 days from the contract signing date.
