เทศบาลตำบลบางเมืองได้มีคำสั่งแต่งตั้งคณะกรรมการเพื่อจัดทำร่างขอบเขตของงาน (TOR) และกำหนดราคากลางสำหรับโครงการจัดซื้อจัดจ้างด้วยวิธีประกวดราคาอิเล็กทรอนิกส์ (e-bidding) โครงการนี้มีวัตถุประสงค์เพื่อจ้างเหมาบริการจัดทำ “หนังสือรายงานกิจการเทศบาลตำบลบางเมือง ประจำปีงบประมาณ พ.ศ. 2569” โดยคณะกรรมการประกอบด้วยผู้อำนวยการกองยุทธศาสตร์ฯ เป็นประธาน พร้อมด้วยบุคลากรด้านประชาสัมพันธ์อีก 4 คน ได้ร่วมประชุมและจัดทำร่างขอบเขตงานเรียบร้อยแล้ว
ขอบเขตงานครอบคลุมกระบวนการผลิตหนังสือรายงานกิจการทั้งหมด เริ่มตั้งแต่การประสานงานรวบรวมข้อมูล สถิติ และรูปภาพจากหน่วยงานต่างๆ ภายในเทศบาล การออกแบบและจัดรูปเล่มให้สวยงาม น่าสนใจ การเขียนเรียบเรียงเนื้อหา การตรวจทานและแก้ไข การพิมพ์ด้วยระบบออฟเซ็ตคุณภาพสูงบนกระดาษปอนด์ความหนาเหมาะสม การเข้าเล่มแบบไสกาว และการบรรจุหีบห่อเพื่อส่งมอบ จำนวนทั้งสิ้น 1,500 เล่ม พร้อมไฟล์ดิจิทัลในรูปแบบ PDF
โครงการนี้ดำเนินการภายใต้กรอบกฎหมายหลัก ได้แก่ พระราชบัญญัติการจัดซื้อจัดจ้างและการบริหารพัสดุภาครัฐ พ.ศ. 2560 และระเบียบกระทรวงการคลังว่าด้วยการจัดซื้อจัดจ้างฯ โดยใช้ช่องทางระบบ e-GP ของกรมบัญชีกลาง วัตถุประสงค์เพื่อให้ได้หนังสือรายงานกิจการที่มีคุณภาพ เนื้อหาครบถ้วน แม่นยำ และน่าเชื่อถือ สื่อสารผลการดำเนินงานของเทศบาลต่อสาธารณชนอย่างมีประสิทธิภาพ
Bang Mueang Subdistrict Municipality has issued an order to appoint a committee to draft the Terms of Reference (TOR) and determine the median price for a procurement project using electronic bidding (e-bidding). The project aims to hire a contractor to produce the “Bang Mueang Subdistrict Municipality Annual Report for Fiscal Year 2026.” The committee, chaired by the Director of the Strategy and Budget Division and including four public relations personnel, has completed the draft TOR.
The scope of work covers the entire production process of the annual report. This includes coordinating and gathering data, statistics, and images from various departments within the municipality; designing and laying out an attractive publication; writing and editing content; proofreading and revision; high-quality offset printing on suitable bond paper; perfect binding; and packaging for delivery. The total quantity is 1,500 copies, along with a digital file in PDF format.
This project is conducted under the primary legal frameworks: the Public Procurement and Supplies Management Act B.E. 2560 (2017) and the Ministry of Finance regulations on public procurement, utilizing the e-GP system of the Comptroller General’s Department. The objective is to obtain a high-quality annual report with complete, accurate, and credible content to effectively communicate the municipality’s performance to the public.
