รายละเอียดการจ้าง
สํานักงานเลขาธิการสภาผู้แทนราษฎร มีความประสงค์จะจ้างบํารุงรักษาอุปกรณ์และระบบเฝ้าระวังรักษาความมั่นคงปลอดภัยไซเบอร์ (SOC) ที่ได้จัดหาไว้เดิมภายในอาคารรัฐสภา เพื่อรักษาศักยภาพในการตรวจจับ วิเคราะห์ และตอบสนองต่อภัยคุกคามไซเบอร์ให้กับระบบเครือข่ายและสารสนเทศของสํานักงานฯ โครงการนี้เน้นการทํางานเชิงบํารุงรักษาเป็นหลัก โดยมีวัตถุประสงค์เพื่อให้ระบบสามารถปฏิบัติงานได้อย่างมีประสิทธิภาพ เสถียรภาพ และเป็นไปตามมาตรฐานความมั่นคงปลอดภัย
ขอบเขตงานหลักประกอบด้วยการบํารุงรักษาเชิงป้องกัน (Preventive Maintenance) ซึ่งรวมถึงการตรวจสอบความพร้อมใช้งาน การทําความสะอาด การปรับปรุงซอฟต์แวร์ และการปรับแต่งประสิทธิภาพตามรอบระยะเวลา และการบํารุงรักษาเชิงแก้ไขปรับปรุง (Corrective Maintenance) ซึ่งครอบคลุมการซ่อมแซม แก้ไข ปรับปรุง หรือเปลี่ยนอะไหล่/อุปกรณ์เมื่อเกิดเหตุขัดข้อง นอกจากนี้ยังรวมภารกิจสําคัญในการต่ออายุลิขสิทธิ์และสิทธิ์การใช้งานซอฟต์แวร์ต่างๆ ที่ติดตั้งบนระบบ SOC เพื่อให้สามารถใช้งานได้อย่างถูกกฎหมายและได้รับอัพเดตความปลอดภัยที่จําเป็น ผู้รับจ้างจะต้องดําเนินการตามแผนงานและส่งมอบผลงานเป็นงวด รวม 10 งวด ภายในระยะเวลาสัญญา 305 วัน นับจากวันลงนาม
The Secretariat of the House of Representatives is inviting bids for the maintenance of equipment and systems under the Cyber Security Monitoring and Protection System project for the Security Operation Center (SOC) at the Parliament Building for the fiscal year 2025. The project aims to procure a contractor with the expertise to maintain and support the existing SOC infrastructure, ensuring its continuous, efficient, and secure operation in detecting, analyzing, and responding to cyber threats.
The core scope of work includes both preventive maintenance (regular inspections, cleaning, software updates, performance tuning) and corrective maintenance (repair, troubleshooting, and replacement of hardware/software components). A critical deliverable is the renewal of software licenses and usage rights for all SOC systems to ensure legal compliance and access to security updates. The contractor must complete the work within 305 days from the contract signing date, with payments scheduled across 10 installments upon successful delivery and acceptance of each phase.
