รายละเอียดการจ้าง
สำนักงานพัฒนาเทคโนโลยีอวกาศและภูมิสารสนเทศ (องค์การมหาชน) หรือ สทอภ. เปิดการจัดจ้างเพื่อพัฒนาระบบ S-ONE Platform ระยะที่ 1 โดยมีวัตถุประสงค์หลักเพื่อสร้างระบบที่รองรับและสนับสนุนการดำเนินงานของ สทอภ. ในการพัฒนาดาวเทียมใหม่ให้มีความสะดวกรวดเร็วในการเข้าถึงข้อมูล และเพิ่มประสิทธิภาพกระบวนการทำงาน
ขอบเขตของงานมุ่งเน้นไปที่การพัฒนาแพลตฟอร์มดิจิทัลที่มีส่วนประกอบหลัก 2 ส่วน คือ ฐานข้อมูลวัตถุอวกาศ และระบบการแจ้งจดทะเบียนวัตถุอวกาศ ผู้รับจ้างต้องเริ่มต้นด้วยการศึกษาและจัดทำรายงานวิเคราะห์ความต้องการ และแผนพัฒนาระบบ จากนั้นจึงดำเนินการพัฒนาฐานข้อมูลที่สามารถเชื่อมต่อหรือปรับปรุงจากฐานข้อมูลดาวเทียมเดิมของ สทอภ. ให้ครอบคลุมข้อมูลดาวเทียมทั้ง GSO และ NGSO ข้อมูล Launcher และข้อมูลอื่นๆ พร้อมฟังก์ชันการสืบค้น จัดการ และสร้างรายงานวิเคราะห์
ส่วนระบบการแจ้งจดทะเบียนวัตถุอวกาศต้องพัฒนาตามร่าง พ.ร.บ. กิจการอวกาศ โดยรองรับการรับคำขอแบบฟอร์มออนไลน์ การบันทึกและอัปเดตสถานะแบบเรียลไทม์ พร้อมระบบแจ้งเตือนอัตโนมัติ การตรวจสอบเอกสาร การออกหนังสือรับรอง และการจัดการร่างเอกสารเพื่อยื่นต่อ UNOOSA นอกจากนี้ ยังต้องปรับปรุงส่วนการให้บริการข้อมูลสาธารณะบน S-ONE Platform เดิมให้มีความทันสมัย สามารถสืบค้นได้ และอัปเดตข้อมูลจากแหล่งที่น่าเชื่อถือ
งานส่งมอบรวมถึงระบบออนไลน์ที่ให้บริการผ่านเว็บไซต์รองรับผู้ใช้งานอย่างน้อย 30 บัญชี พร้อมการฝึกอบรมการใช้งาน การสำรองข้อมูล และการดูแลระบบเบื้องต้นแก่บุคลากรของ สทอภ. รวมถึงการส่งมอบโปรแกรมต้นฉบับ (Source Code) และสิทธิ์กรรมสิทธิ์ทั้งหมดให้แก่ สทอภ.
The Geo-Informatics and Space Technology Development Agency (Public Organization) or GISTDA is procuring services for the development of Phase 1 of the S-ONE Platform. The primary objective is to create a system that supports and facilitates GISTDA’s operations in new satellite development, enabling faster and more convenient data access and improving work processes.
The scope of work focuses on developing a digital platform with two main components: a Space Object Database and a Space Object Registration Notification System. The contractor must begin by conducting a study and producing analysis and system development plan reports. Subsequently, they must develop a database that can integrate with or upgrade GISTDA’s existing satellite database, covering data on both GSO and NGSO satellites, launchers, and other relevant information, complete with search, management, and analytical reporting functions.
The Space Object Registration Notification System must be developed in compliance with the draft Space Activities Act. It should support online application submission via forms, real-time status recording and updating with automatic notifications, document verification, certificate issuance, and management of draft documents for submission to UNOOSA. Additionally, the contractor must enhance the public information service section on the existing S-ONE Platform to be more dynamic, searchable, and updated with data from reliable sources.
Deliverables include an online system accessible via website supporting at least 30 user accounts, along with user training, data backup/restore procedures, and basic system maintenance training for GISTDA personnel. The contractor must also deliver the complete source code and full ownership rights to GISTDA.
