สํานักงานกองทุนฟื้นฟูและพัฒนาเกษตรกร (กฟก.) มีนโยบายสนับสนุนองค์กรเกษตรกรในการหาช่องทางการตลาดและเพิ่มรายได้ จึงได้จัดทําโครงการพัฒนา Digital Market Platform (ระยะที่ 1) ขึ้น โดยมีวัตถุประสงค์หลักเพื่อสร้างแพลตฟอร์มตลาดดิจิทัลที่สามารถรวบรวมผลผลิตและผลิตภัณฑ์ขององค์กรเกษตรกรทั้งในเชิงปริมาณและคุณภาพ เพิ่มช่องทางการตลาดและรายได้ให้เกษตรกร ตลอดจนสนับสนุนการใช้เทคโนโลยีในภาคเกษตรกรรม
ขอบเขตการดําเนินงานครอบคลุมการพัฒนาระบบเว็บแอปพลิเคชัน (Responsive Web) แบบสมบูรณ์ โดยเริ่มตั้งแต่การสํารวจความต้องการผู้ใช้ (User Requirement) การศึกษาและเชื่อมโยงข้อมูลจากระบบทะเบียนองค์กรเกษตรกรและฐานข้อมูล Big Data เดิมของ กฟก. ผ่าน API จนถึงการพัฒนาระบบงานหลักต่างๆ เช่น ระบบฐานข้อมูลสําหรับจัดเก็บและสืบค้นข้อมูลผู้ซื้อ-ผู้ขาย ระบบคําสั่งซื้อ ระบบจับคู่ธุรกิจอัตโนมัติตามเงื่อนไขกลุ่มสินค้าและสถานที่ ระบบบันทึกและประมวลผลการขาย ระบบสมาชิกผู้ใช้งาน และระบบการยอมรับเงื่อนไขการใช้งาน
ผู้รับจ้างมีหน้าที่จัดหาเครื่องแม่ข่าย (Server) ที่มีสเปคสูงตามที่กําหนดอย่างละเอียด รวมทั้งต้องดําเนินการนําข้อมูลองค์กรเกษตรกรที่ได้รับการสนับสนุนงบประมาณกู้ยืมจํานวน 3,136 ราย เข้าสู่ระบบ พร้อมภาพถ่ายและข้อมูลผลิตภัณฑ์ จนสามารถรับคําสั่งซื้อได้ไม่น้อยกว่า 100 user นอกจากนี้ยังต้องผลิตสื่อโฆษณา (ภาพนิ่งและคลิปวิดีโอ) เพื่อประชาสัมพันธ์ผ่านช่องทางออนไลน์ของ กฟก. ให้มีผู้เข้าถึงรวมไม่น้อยกว่า 50,000 ครั้ง
การพัฒนาระบบต้องเป็นไปตามข้อกําหนดทางเทคนิค เช่น การออกแบบระบบสํารองข้อมูล การใช้การเข้ารหัส SSL 1024 bit การพัฒนาโดยใช้เทคโนโลยี PHP7, JavaScript, Type Script, Node.js หรือดีกว่า ใช้ระบบฐานข้อมูล RDBMS (MySQL/PostgreSQL) ติดตั้งบนระบบปฏิบัติการ Linux (Ubuntu 20.04 ขึ้นไป) และรองรับการใช้งานบนเว็บเบราว์เซอร์และอุปกรณ์เคลื่อนที่หลัก
The Fund for Rehabilitation and Development of Farmers (FRDF) is procuring the development of a Digital Market Platform (Phase 1) to serve as an online marketplace connecting farmer organization products with buyers. The project involves developing a complete Responsive Web Application. The scope of work includes user requirement surveys, API integration with the FRDF’s existing farmer registry and Big Data systems, development of a core database, an automatic business matching system, an order management system, a user membership system, and procurement of a high-specification server as detailed in the TOR.
The contractor is also responsible for onboarding data of 3,136 supported farmer organizations into the platform, including product photos and information, to enable at least 100 users to receive orders. Additionally, the contractor must produce advertising media (static images and video clips) for online promotion via FRDF’s channels, aiming for a total reach of at least 50,000 views.
The technical development must adhere to specified requirements such as data backup system design, use of at least 1024-bit SSL encryption, development using technologies like PHP7, JavaScript, TypeScript, or Node.js, utilization of an RDBMS (MySQL/PostgreSQL), installation on a Linux OS (Ubuntu 20.04 or better), and ensuring compatibility with major web browsers and mobile devices.
