รายละเอียดการจ้าง
โครงการนี้เป็นสัญญาจ้างเพื่อดำเนินการบำรุงรักษาเชิงป้องกันระบบสารสนเทศที่สำคัญของกรมสรรพสามิต คือ “ระบบควบคุมและติดตามการตรวจวิเคราะห์ตัวอย่างสินค้าและของกลาง” ซึ่งใช้สำหรับตรวจสอบและจัดเก็บภาษีสรรพสามิตในสินค้าประเภทเครื่องดื่ม วัตถุประสงค์หลักเพื่อให้ระบบสามารถทำงานได้อย่างต่อเนื่อง มีประสิทธิภาพ และตอบสนองความต้องการของผู้ใช้งานได้ครบถ้วน
ขอบเขตการดำเนินงานครอบคลุมการดูแลรักษาอุปกรณ์ฮาร์ดแวร์ (เครื่องพิมพ์บาร์โค้ด, เครื่องอ่านบาร์โค้ด, เครื่องคอมพิวเตอร์แม่ข่าย) และการบำรุงรักษาโปรแกรมระบบงานทั้งหมด 19 รายการ ซึ่งรวมถึงระบบจัดการงานตรวจวิเคราะห์ห้องปฏิบัติการ ระบบบันทึกและอนุมัติผล ระบบจัดการคลังสารเคมี ระบบที่เชื่อมต่อกับ Single Sign-On (SSO) ของกรมสรรพสามิต ระบบให้บริการบนสมาร์ทโฟน และระบบรายงานต่างๆ
ผู้รับจ้างมีหน้าที่ให้บริการบำรุงรักษาประจำ วิเคราะห์และแก้ไขปัญหาเมื่อเกิดเหตุขัดข้อง จัดทำแผนสำรองและกู้คืนข้อมูล ปรับปรุง/แก้ไข/พัฒนาโปรแกรมตามคำร้องขอ (ใช้ Mandays รวมไม่เกิน 240 วัน) ติดตั้งและจัดการ SSL Certificate ตลอดจนจัดทำรายงานต่างๆ ตามงวดที่กำหนด โครงการมีระยะเวลาดำเนินการทั้งหมด 8 เดือน ตั้งแต่ 1 กุมภาพันธ์ ถึง 30 กันยายน 2569
This project is a contract for the preventive maintenance of a critical information system for the Excise Department: the “Control and Monitoring System for Sample and Seized Goods Analysis”. The system is used for inspecting and collecting excise tax on beverage products. The main objectives are to ensure the system operates continuously, efficiently, and fully meets user requirements.
The scope of work includes maintaining hardware equipment (barcode printer, barcode scanner, server computer) and maintaining all 19 software systems. These encompass the laboratory analysis management system, result recording and approval system, chemical inventory management, integration with the department’s Single Sign-On (SSO), mobile service applications (Android/iOS), and various reporting systems.
The contractor is responsible for providing routine maintenance services, analyzing and troubleshooting issues, creating backup and recovery plans, modifying/developing software upon request (using a total not exceeding 240 Mandays), installing and managing SSL certificates, and delivering reports as per the specified phases. The project duration is 8 months, from February 1 to September 30, 2026.
