กรมทรัพยากรทางทะเลและชายฝั่ง จัดโครงการพัฒนาระบบรักษาความมั่นคงปลอดภัยไซเบอร์ ระยะที่ 2 เพื่อเสริมสร้างความมั่นคงปลอดภัยของระบบสารสนเทศให้ทันต่อภัยคุกคามทางไซเบอร์ที่พัฒนาอย่างต่อเนื่อง โครงการนี้เป็นความต่อเนื่องจากการพัฒนาระยะที่ 1 โดยมุ่งเน้นการเพิ่มขีดความสามารถในการตรวจจับ ป้องกัน และตอบสนองต่อภัยคุกคามให้มีประสิทธิภาพมากขึ้น
ขอบเขตงานประกอบด้วยการจัดหาอุปกรณ์หลัก 2 ประเภท ได้แก่ 1) อุปกรณ์ตรวจจับและตอบสนองภัยคุกคามทางด้านไซเบอร์ในระบบเครือข่ายคอมพิวเตอร์ (Network Detection and Response: NDR) ที่มีคุณสมบัติการทำงานแบบรวมศูนย์ สามารถวิเคราะห์ข้อมูลเครือข่ายด้วยเทคโนโลยี AI/ML และเชื่อมโยงกับมาตรฐานความปลอดภัยเช่น Mitre ATT&CK Framework 2) ซอฟต์แวร์ตรวจจับและตอบสนองภัยคุกคามสำหรับเครื่องคอมพิวเตอร์จำนวนไม่น้อยกว่า 400 ลิขสิทธิ์ พร้อมระบบบริหารจัดการส่วนกลาง และ 3) เครื่องคอมพิวเตอร์ประสิทธิภาพสูงจำนวน 20 เครื่อง สำหรับสนับสนุนการปฏิบัติงาน
นอกจากอุปกรณ์และซอฟต์แวร์แล้ว ผู้รับจ้างต้องดำเนินการวิเคราะห์โครงสร้างเครือข่ายเดิมของกรม ติดตั้งและปรับตั้งค่าอุปกรณ์ NDR ให้ทำงานร่วมกับระบบเครือข่ายและอุปกรณ์ Firewall เดิมภายใน Data Center ได้อย่างสมบูรณ์ โดยไม่ส่งผลกระทบต่อการใช้งาน รวมถึงจัดทำคู่มือการใช้งาน และจัดฝึกอบรมการใช้งานให้กับผู้ดูแลระบบของกรมไม่น้อยกว่า 6 คน เป็นระยะเวลา 1 วัน
The Department of Marine and Coastal Resources is implementing Phase 2 of its Cybersecurity System Development Project to enhance the security posture of its information systems against evolving cyber threats. This project builds upon Phase 1, focusing on improving capabilities for detecting, preventing, and responding to cyber incidents.
The scope of work involves the procurement of two main types of equipment: 1) A Network Detection and Response (NDR) appliance with centralized functionality, capable of analyzing network traffic using AI/ML technologies and correlating threats with standards like the Mitre ATT&CK Framework. 2) Endpoint detection and response software with a minimum of 400 licenses, including a centralized management system. 3) Twenty (20) high-performance desktop computers to support operational tasks.
Beyond hardware and software procurement, the contractor is required to analyze the agency’s existing network infrastructure, install and configure the NDR appliance to integrate seamlessly with the existing network and firewall within the Data Center without disrupting operations. The contractor must also produce user manuals and conduct a one-day training session for at least six of the agency’s system administrators.
