โครงการพัฒนาระบบหมอพร้อม Application ภายใต้สำนักสุขภาพดิจิทัล สำนักงานปลัดกระทรวงสาธารณสุข มีวัตถุประสงค์หลักเพื่อพัฒนาแอปพลิเคชัน “หมอพร้อม” ให้เป็นแพลตฟอร์มสุขภาพดิจิทัลกลางของประเทศที่สามารถเชื่อมโยงข้อมูลสุขภาพและบริการทางการแพทย์ได้อย่างครอบคลุมทุกมิติ โดยมุ่งยกระดับการเข้าถึงบริการสุขภาพของประชาชนให้สะดวก รวดเร็ว ปลอดภัย ลดความเหลื่อมล้ำ และเสริมสร้างความรอบรู้ด้านสุขภาพ พร้อมรับมาตรฐานสากลด้านความปลอดภัยและคุ้มครองข้อมูลส่วนบุคคล
ขอบเขตงานหลักประกอบด้วยการพัฒนา Mobile Application บนระบบปฏิบัติการ Android และ iOS ให้มีฟังก์ชันครบถ้วน เช่น ระบบนัดหมายออนไลน์, เอกสารอิเล็กทรอนิกส์ (MOPH Cert, Refer, Appointment), สมุดบันทึกสุขภาพ, การค้นหาหน่วยบริการ, การประเมินสุขภาพ, AI Chatbot, Personal Dashboard Monitoring ที่เชื่อมต่อกับ MOPH Data Hub ต่างๆ รวมถึงระบบ Telemedicine นอกจากนี้ยังต้องออกแบบและพัฒนา User Interface (UI) และ User Experience (UX) การวิเคราะห์และออกแบบระบบทั้งหมด (Workflow, ER-Diagram, Architecture) การจัดเตรียมโครงสร้างพื้นฐานคลาวด์ที่มีมาตรฐานความปลอดภัยระดับสูง (เช่น ISO/IEC 27001, ISO 22301, ISO/IEC 27799) การทดสอบระบบโดยผู้ใช้งานจริง (UAT) และการตรวจสอบช่องโหว่ด้านความปลอดภัย (Vulnerability Assessment) โครงการมีระยะเวลาดำเนินงานทั้งสิ้น 180 วัน นับจากวันลงนามสัญญา และมีระยะเวลารับประกันคุณภาพงาน 1 ปีหลังการส่งมอบ
This project aims to develop and enhance the “Mor Prom Application” to serve as a secure and internationally standardized national digital health platform. The core objectives are to create a central digital health platform that comprehensively integrates health data and medical services, improve public access to convenient, fast, and safe health services, reduce inequalities, and promote health literacy with a focus on global standards for security and personal data protection.
The primary scope of work includes the development of a Mobile Application for both Android and iOS platforms, featuring comprehensive functions such as online appointment scheduling, electronic documents (MOPH Cert, Refer, Appointment), personal health records, healthcare facility locators, health self-assessments, an AI Chatbot, and a Personal Dashboard Monitoring system integrated with various MOPH Data Hubs, including telemedicine capabilities. The project also encompasses the design and development of User Interface (UI) and User Experience (UX), complete system analysis and design (Workflow, ER-Diagram, Architecture), provisioning of high-security cloud infrastructure (complying with standards like ISO/IEC 27001, ISO 22301, ISO/IEC 27799), User Acceptance Testing (UAT), and Vulnerability Assessment. The total project duration is 180 days from the contract signing date, followed by a 1-year warranty period.
