กองพัฒนาผู้ประกอบการไทย (กพท.) สังกัดสํานักงานคณะกรรมการส่งเสริมการลงทุน (BOI) เปิดประมูลโครงการจ้างพัฒนาเว็บไซต์และระบบฐานข้อมูลสมาชิกใหม่ เพื่อแก้ไขปัญหาของเว็บไซต์เดิม (build.boi.go.th) ที่มีโครงสร้างข้อมูลไม่รองรับการสืบค้นที่มีประสิทธิภาพ และไม่สามารถสนับสนุนการบริหารกิจกรรมเชื่อมโยงธุรกิจได้อย่างเต็มที่
โครงการนี้มีวัตถุประสงค์หลักเพื่อพัฒนาระบบเว็บไซต์และฐานข้อมูลที่ทันสมัยบนโดเมน https://bted.boi.go.th เพื่อยกระดับการสื่อสารและสร้างประสบการณ์ผู้ใช้ที่ดี ส่งเสริมภาพลักษณ์ของหน่วยงาน และอํานวยความสะดวกในการเข้าถึงข้อมูลผู้ประกอบการไทยสําหรับการเชื่อมโยงธุรกิจในห่วงโซ่อุปทานโลก (Global Supply Chain)
ขอบเขตงานครอบคลุมการออกแบบและพัฒนาเว็บไซต์เต็มรูปแบบ โดยเน้นการออกแบบที่รองรับการใช้งานบนมือถือเป็นหลัก (Mobile-First) เป็นไปตามมาตรฐานการเข้าถึงเว็บ WCAG 2.1 และใช้เทคโนโลยี Responsive Design พัฒนาด้วย HTML5/CSS3 รองรับหลายภาษาและหลายเบราว์เซอร์ ระบบจะต้องมีฟังก์ชันการทํางานที่ครบถ้วน อาทิ ระบบฐานข้อมูลสมาชิกผู้ประกอบการไทย ระบบจับคู่ธุรกิจ (Business Matching) ระบบจัดการกิจกรรมและปฏิทิน ระบบสืบค้น (Search) และระบบแสดงข้อมูลอัปเดต (Feed) สําหรับสมาชิก รวมถึงต้องพัฒนาตามมาตรฐานความปลอดภัยที่กําหนด (HTTPS/TLS 1.3, ป้องกัน XSS/CSRF/SQL) และเป็นไปตามกฎหมาย PDPA/GDPR
ผู้รับจ้างต้องส่งมอบงานเป็น 4 งวดภายในระยะเวลา 12 เดือน พร้อมจัดทําเอกสารคู่มือการใช้งานและการฝึกอบรมเจ้าหน้าที่ของหน่วยงาน นอกจากนี้ยังต้องเสนอแผนบํารุงรักษาระบบหลังการรับประกันเป็นระยะเวลา 2 ปี
The Thai Enterprise Development Division (TED) under the Board of Investment (BOI) is inviting bids for the development of a new website and member database system. This project aims to replace the outdated current website (build.boi.go.th) with a modern, efficient platform to enhance communication, promote business matching among Thai entrepreneurs, and support the division’s mission of integrating Thai businesses into the global supply chain.
The core scope involves designing and developing a comprehensive website under the domain https://bted.boi.go.th. The new site must be user-friendly, adhere to WCAG 2.1 accessibility guidelines, and utilize responsive design with a mobile-first approach, built on HTML5/CSS3 technology. It must support multiple languages and be compatible with major web browsers.
Key functional systems to be developed include a Thai entrepreneur member database, a business matching system, event and calendar management, advanced search functionality, and a member-specific news feed (Feed). The project mandates high security standards (HTTPS/TLS 1.3, protection against XSS/CSRF/SQL injections) and strict compliance with personal data protection laws (PDPA/GDPR).
The contractor must deliver the project in 4 phases over a 12-month period, including all related documentation, user manuals, and training for BOI staff. A post-warranty maintenance plan for 2 years is also required.
