• เพื่อจัดหาลูกถ้วยไฟฟ้าแบบแขวน (Suspension Type) ที่มีคุณภาพตามมาตรฐานการไฟฟ้าส่วนภูมิภาค
• เพื่อรองรับการขยายตัวและบำรุงรักษาระบบจำหน่ายไฟฟ้าแรงสูง 22 kV และ 33 kV

C1 General material and packing instructions
Additional to the general instructions, the following shall be observed :
1a Scope
These specifications cover insulators for overhead HV (up to 115 kV) and LV lines.
1b Standard
The insulators shall be manufactured and tested in accordance with the following standards: Thai Industrial Standards (TIS)

PEA will accept the design/type test reports in accordance with the later edition of the above standards.
PEA will also accept the design/type test report in accordance with the previous edition of the above standards, if there is no significant change in any test items or no additional test item(s) compared with the above standards. On the other hand, if there is significant change in any test items or there are any additional test items, the previous edition type test report with the additional test report(s) of the significant change test item(s) and/or additional test item(s) will be also accepted.

1c Principal requirement
1c.1 General
The porcelain insulators shall be brown glazed.
The pin hole threads of the pin type insulators shall be zinc thimble according to TIS .
The insulator shells of suspension insulator of porcelain type shall be made of highest grade, dense, homogeneous, wet-process, high strength alumina porcelain.
The surface shells of suspension insulator of porcelain type exposed after the assembly shall be relatively smooth and free of imperfections.
The porcelain head of the suspension insulator shall be cylindrical headed with sand surfaces; the “dove tail” shaped head shall not be accepted.
For the line-post insulator and pin-post insulator, the porcelain part shall be factory-fixed with stud, washer, nut, and lock nut.
1c.2 Marking
Each insulator shall be marked legibly and durably, as follows :
(1) Manufacturer’s name and/or Trade-mark.
(2) Year of manufacture.
(3) Only for suspension insulators :

• Tension-proof test load in kN, identified by the word “TEST”.
• Combined mechanical and electrical strength in kN, identified by the symbol “M&E, except that of class 52-1.
  (4) Only for line-post insulator and pin-post insulator : Magnitude of the power arc current in kA and duration in second, identified by the word “POWARC”.
  (5) PEA’s trademark, as the figure shown.

(6) Others according to manufacturer’s design.
1c.3 Sample
The bidders have to supply two (2) samples of each item of the insulators within five (5) working days counted from bid closing date. The bidders who cannot supply the requested samples shall be rejected.
PEA reserves the right to test the samples according to PEA’s testing procedure. In case of the failing test results, the bidders shall be rejected.
The samples shall not be returned.

1c.4 Tests and test reports
HV insulators and LV insulators shall be passed all item of design/type tests, quality conformance tests and routine tests in accordance with the relevant TIS or ANSI or IEC.
The design/type tests for suspension insulator, line-post insulator and pin-post insulator shall conform to as follows :
(1) The proposed HV insulators shall have successfully passed the design/type test in accordance with the relevant standard.
For suspension insulator, thermal-mechanical load cycle test in accordance with the ANSI, or thermal-mechanical performance test in accordance with the IEC, shall be included.
(2) The additional acceptance criteria for determining conformance with PEA’s requirements for thermal-mechanical load cycle test (or thermal-mechanical performance test) and combined
mechanical and electrical strength tests (or electromechanical and mechanical failing load
tests) shall be as follows :

QS = Criteria of judgement for acceptance
R = Average value obtained from the test
RS = Rated Mechanical and Electrical strength value of the insulator
S = Standard deviation from the test
Each value measured shall not be lower than the rated Mechanical and Electrical strength;
electrical puncture shall not occur before reaching ultimate failure.
Sample size shall be of ten (10) units.
The insulators shall be passed the special tests as follows :
For line-post insulator and pin-post insulator : power arc test (see Appendix 1).
For suspension insulator : steep wave front impulse test and power arc test (see Appendix 2). If Portland cement is used in the assembly of the insulators, it shall have an autoclave expansion limit of less than 0.12 percent when tested in accordance with ASTM C 151-84 or later edition, Test method for autoclave expansion of portland cement.

The design/type tests and the special tests shall be conducted or inspected by the acknowledged testing laboratories/institutes as following:
(1) Independent laboratories/institutes which are members of the Short-circuit Testing Liaison (STL) or independent laboratories/institutes which are accredited according to TIS 17025 or ISO/IEC 17025 with the scope of accreditation covered the relevant test items, standards and equipment. The certification and scope of accreditation of the independent laboratories/institutes shall be submitted with the bid for consideration.
(2) Thailand’s national laboratories, institutes, universities and electric utilities, as follows:

• National Metal and Materials Technology Center (MTEC)
• Electrical and Electronic Products Testing Center (PTEC)
• Thai Industrial Standards Institute (TISI)
• Electrical and Electronics Institute (EEI)
• Department of Science Service (DSS)
• Testing Laboratory, Electrical Engineering Department, Faculty of Engineering, Chulalongkorn University
• Electricity Generating Authority of Thailand (EGAT)
• Metropolitan Electricity Authority (MEA)
• Provincial Electricity Authority (PEA)
• Other laboratories, institutes, universities or electric utilities approved by PEA
  The bidders or manufacturers who prefer to carry out the insulators with the laboratories or by the manufacturer themselves without the qualification mentioned above, the detail of the test facilities of the laboratories or the manufacturer shall be submitted to PEA for approval before proceeding the tests and before the bid closing date. PEA reserves the right to send representatives to inspect and witness the tests with the cost of the bidders or manufacturers.
  The design/type test report done by the laboratories in Thailand or local manufacturers shall be valid within five (5) years counted from the issued date in the test report to the bid closing date.
  The bidders have to submit the design/type test reports and/or design/type test certificates of the insulators with the bid.

PEA will also accept other documents instead of the design/type test reports and design/type test certificates in the following conditions:
(1) In case the proposed insulators has been supplied to PEA and get the order from PEA’s Procurement Department (from PEA’s head office), the Purchase Order (PO) can be submitted, or (2) In case the proposed insulators has been registered for PEA Product Acceptance, the not-expired registration certificate counted to the bid closing date can be submitted, or
(3) In case the proposed insulators has been registered for Product lists for substation turnkey project, the not-expired registration certificate counted to the bid closing date can be submitted instead
However the document in case (1) and (2) shall be proved that the insulators specified in the PO or registration certificate shall be the same product, type/model and all ratings as the proposed insulators for this bid and shall be used the same PEA’s specification number. In case (3), the insulators specified in the registration certificate shall be the same product, type/model and all ratings as the proposed insulators for this bid.
The cost of all tests and reports shall be borne by the Bidders/Contractor.

1d Packing
Each item shall be packed in export packages in sets or pieces. The packages shall be right-square or right-rectangular forms.
The packages of same item shall be assembled into a bundle and fastened with steel bands over a pallet to make it movable by a forklift truck. The pallet shall be designed in such a manner that the truck’s forks can be inserted at any side of the pallet. The steel strapped bundle shall be strong enough to withstand rough handling during transit and inland transportation and of 400 - 900 kg .
If the package is made of rubber wood (Yang-para or Hevea brasiliensis) the wooden parts shall be treated with wood preservative.

5. ความรับผิดชอบและการจดัเก็บพสั ดุ(กรณีตรวจรับ ณ สถานที่ของคูส่ ญั ญา) เมื่อการไฟฟ้าส่วนภูมิภาคไดท้ า การตรวจรับพสั ดุไวถู้กตอ้งเรียบร้อยแลว้ ให้ถือวา่การไฟฟ้าส่วนภูมิภาคไดร้ับพสั ดุไวถู้กตอ้งครบถว้นตามสญั ญาแต่คูส่ ญั ญายงัคงมีหนา้ที่ และความรับผิดชอบ ดงัน้ี 

5.1 คูส่ ญั ญาตอ้งดา เนินการจดัเก็บรักษาพสั ดุไว้ณ สถานที่ของคูส่ ญั ญาอยา่ งเหมาะสม ปลอดภยั สะดวกต่อการตรวจนบั จนกวา่ การไฟฟ้าส่วนภูมิภาคจะนา ยานพาหนะ มาขนยา้ยพสั ดุดงักล่าว
5.2 ในระหวา่ งการจดัเก็บพสั ดุ คูส่ ญั ญาตอ้งรับผิดชอบต่อความสูญหาย หรือเสียหายใดๆ อนัอาจเกิดกบั พสั ดุที่จดัเก็บรักษาไว้รวมถึงกรณีเกิดเหตุสุดวิสยัทุกกรณี
5.3 คูส่ ญั ญาตอ้งรับผิดชอบค่าใชจ้่ายในการดา เนินการจดัเก็บและดา เนินการ นา พสั ดุข้ึน บนยานพาหนะ ที่การไฟฟ้าส่วนภูมิภาคจดัหามาเพื่อทา การขนส่งพสั ดุไปยงัคลงัพสั ดุหรือ จุดใชง้านของการไฟฟ้าส่วนภูมิภาค
5.4 การไฟฟ้าส่วนภูมิภาคมีสิทธิในการส่งเจา้หนา้ที่เขา้ตรวจสอบตรวจนบั พสั ดุที่จดัเก็บ รักษาไว้ณ สถานที่ของคูส่ ญั ญา ไดต้ลอดเวลาจนกวา่ การไฟฟ้าส่วนภูมิภาคจะดา เนินการ ขนยา้ยพสั ดุแลว้เสร็จ
6. กา หนดการขนยา้ยและการตรวจสอบพสั ดุณ ปลายทาง
6.1 การไฟฟ้าส่วนภูมิภาคจะดา เนินการขนยา้ยพสั ดุออกจาก สถานที่ของคูส่ ญั ญา ภายใน 30 วนั นบัจำกวนัรับพสั ดุเขำ้บญั ชีในแต่ละงวด
6.2 เมื่อพสั ดุถึงปลายทาง(คลงัพสั ดุหรือจุดใชง้านพสั ด)ุ ผรู้ับพสั ดุของการไฟฟ้าส่วนภูมิภาค จะทำ กำรตรวจสอบควำมถูกตอ้งอีกคร้ังและแจง้หนงัสือผลกำรตรวจสอบให้คูส่ ญั ญำทรำบ ภายใน 15 วนั หากตรวจสอบแลว้พบวา่ พสั ดุชา รุดบกพร่อง เสียหายอนั พิสูจน์ไดว้า่ เกิดจาก กำรนำ พสั ดุข้ึนบนยำนพำหนะคูส่ ญั ญำตอ้งรับกลบัไปดำ เนินกำรแกไ้ขให้ถูกตอ้งเรียบร้อย ภำยใน 15 วนั นบัถดัจำกวนั ที่ไดร้ับหนงัสือแจง้ผลกำรตรวจสอบจำกกำรไฟฟ้ำส่วนภูมิภำค โดยคูส่ ญั ญาเป็นผรู้ับผิดชอบค่าใชจ้่ายท้งัหมด
7. ผลิตภณั ฑท์ ี่เสนอตอ้งผลิตจากโรงงานที่ไดร้ับการรับรองระบบคุณภาพของกระบวนการ ผลิตตามมาตรฐาน ISO 9001 (ตามรายละเอียดคุณสมบตัิพสั ดุเพิ่มเติม)
8. การไฟฟ้าส่วนภูมิภาคจะจดัซ้ือพสั ดุที่ผลิตภายในประเทศ

Special tests for suspension insulators
(class 52-1, 52-4, 52-3 and 52-8)
The special tests are as follows :

1. Steep wave front impulse test
   The test shall be performed on ten (10) units of insulator selected at random.
   The insulator shall be subject to ten (10) successive positive and negative impulse flashovers with a wave having an effective rate of rise of 2,500 kV/µs. The insulators shall be tested singly.
   Each unit shall then be verified to be electrically intact by applying low-frequency voltage, dry or wet. In case of wet test, the rated wet low-frequency withstand voltage shall be applied to each unit and no electrical puncture shall occur.
   In case of dry test, the five (5) flashovers of the low-frequency dry flashover test in accordance with the ANSI C29.1 shall be applied and shall have a flashover value of not less than 95% of the rated value. Failure of any one (1) unit either in the front-of-wave test or subsequent low frequency withstand voltage test shall cause for testing another twenty (20) units.
   Failure of more than one (1) unit from total so tested shall constitute failure of this insulator design and will not meet requirements of these specifications.
2. Power arc test
   Nine (9) insulator units of each type, in 3-unit strings, mounted vertically without arcing horns or conductors, shall be subject to power arcs of 12 kA r.m.s., symmetrical for 0.1 seconds of of 6 kA r.m.s., symmetrical for 0.2 seconds.
   The insulator string shall withstand the power arc without shell breakage. Failure of nay one (1) string in the test shall be caused for testing another three (3) strings of the same type.
   Failure of more than one (1) string from the total so tested shall constitute failure of this insulator design and will not meet requirements of these specifications.

Additional routine tests for porcelain suspension insulators

The additional routine tests are as follows :

1. Hydraulic inner pressure test

   เงื่อนไขทั่วไปประกอบการจัดซื้อพัสดุ
   เงื่อนไขทั่วไปประกอบการจัดซื้อพัสดุ
   ผูยื่นขอเสนอ จะตองปฏิบัติตามเงื่อนไขประกอบการจัดซื้อพัสดุดังนี้
   ขอ 1 “ผูยื่นขอเสนอจะตองยื่นเอกสารทางเทคนิค เชน แค็ตตาล็อก แบบรูป (Drawings) รายงาน ผลการทดสอบเฉพาะแบบ (Type test reports) และเอกสารอื่นๆ ตามที่ไดระบุไวในรายละเอียดสเปค (Specification) ใหครบถวนพรอมกับการยื่นขอเสนอ โดยเอกสารทางเทคนิคดังกลาวจะตองเปนภาพสีเหมือนกับเอกสาร ตนฉบับ หากผูยื่นขอเสนอยื่นเสนอเอกสารเปนภาพขาวดํา การไฟฟาสวนภูมิภาคมีสิทธิรองขอเอกสารภาพสี
   เพื่อเปรียบเทียบกับเอกสารภาพขาวดําที่เสนอมา และตองเปนภาษาไทยหรือภาษาอังกฤษ กรณีเปนภาษาอื่น นอกเหนือจากขางตน ตองแปลเปนภาษาไทยหรือภาษาอังกฤษเทานั้น สําหรับเอกสารทางเทคนิคที่ผูยื่น ขอเสนอโดยวิธีคัดเลือกจะตองกรอกรายละเอียดโดยวิธีการพิมพเทานั้น การไฟฟาสวนภูมิภาคมีสิทธิที่จะไมรับ พิจารณาผูยื่นขอเสนอที่ยื่นเอกสารทางเทคนิคไมครบถวน หรือไมเปนไปตามที่ระบุขางตน
   ขอ 2 การไฟฟาสวนภูมิภาคจะพิจารณาเฉพาะเอกสารทางเทคนิค เชน แค็ตตาล็อก แบบรูป (Drawings) รายงานผลการทดสอบเฉพาะแบบ (Type test reports) หรือเอกสารอื่นๆที่ระบุผลิตภัณฑ เปนแบบ (Type) หรือเปนรุน (Model) ที่ตรงกับที่ผูยื่นขอเสนอระบุไวในรายการที่เสนอราคาเทานั้น เวนแต รายละเอียดสเปค (Specification) ระบุความตองการเอกสารทางเทคนิคไวเปนอยางอื่น
   ขอ 3 กรณีผูยื่นขอเสนอ เสนอผลิตภัณฑที่เปนเซอรกิตเบรกเกอร สวิตซ และอุปกรณตัดตอนในระบบ จําหนาย ผูยื่นขอเสนอจะตองดําเนินการ ดังนี้
   3.1 เซอรกิตเบรกเกอร ที่จะจัดซื้อตั้งแตระบบ 22 kV ขึ้นไป จะตองมีคุณสมบัติเปนไปตาม รายละเอียดสเปค (Specifications) ของการไฟฟาสวนภูมิภาค และตองมีคณุ สมบัติขอใดขอหนึ่ง ดังนี้
   3.1.1 ผลิตโดยผูผลิตที่มีประสบการณในการผลิตอุปกรณประเภทดังกลาวมาแลว ไมนอยกวา 3 ปและตองเคยตดิต้งัใชงานโดยไมมีปญหาในสถานีไฟฟาของภาครัฐ และ/หรือเอกชนในประเทศ ที่เชื่อถือได มาแลวไมนอยกวา 1 แหง เวนแตรายละเอียดสเปค (Specification) ระบุความตองการ ประสบการณในการผลิต และ/หรือการติดตั้งใชงานไวเปนอยางอื่น ใหถือประสบการณในการผลิต และ/หรือ การติดตั้งใชงานที่กําหนดไวในรายละเอียดสเปคโดยกรณีนี้ ผูยื่นขอเสนอ จะตองยื่นเอกสารแสดงประวัติการ ขาย (Reference List) หรือ หนังสือรับรองจากลูกคา มาพรอมกับการยื่นขอเสนอ หรือ
   3.1.2 เปนผลิตภัณฑที่ผานการขึ้นทะเบียนกับการไฟฟาสวนภูมิภาคแลว ไดแก การขึ้นทะเบียน PEA Product Acceptance หรือ PEA Product list หรือการขึ้นทะเบียนอื่นๆ ที่ การไฟฟา สวนภูมิภาคกําหนด โดยกรณีนี้ ผูยื่นขอเสนอ จะตองยื่นหนังสือรับรองการขึ้นทะเบียนที่ยังไมหมดอายุ มา พรอมกับการยื่นขอเสนอ หรือ
   3.1.3 เปนผลิตภัณฑที่ผานการทดลองติดตั้งใชงานในระบบของการไฟฟาสวนภูมิภาค สํานักงานใหญแลว โดยกรณีนี้ ผูยื่นขอเสนอจะตองยื่นเอกสารรับรองการผานการทดลองติดตั้งใชงานจากการ ไฟฟาสวนภูมิภาค มาพรอมกับการยื่นขอเสนอ
   3.2 สวิตซ และอุปกรณตัดตอนในระบบจําหนายที่จะจัดซื้อ ตั้งแตระบบ 22 kV ขึ้นไป อันไดแก Dropout fuse cutout, Disconnecting switches, Air break switches, Remote controlled switches (SF6, gas load break switches). Automatic switching equipment for switching power capacitor bank และ Recloser จะตองมีคุณสมบัติเปนไปตามรายละเอียดสเปค (Specifications) ของการไฟฟาสวนภูมิภาค และตองมีคณุ สมบัติขอใดขอหนึ่ง ดังนี้
   3.2.1 ผลิตโดยผูผลิตที่มีประสบการณในการผลิตอุปกรณประเภทดังกลาวมาแลว ไม นอยกวา 3 ป และตองเคยติดตั้งใชงานในระบบจําหนายมาแลวไมนอยกวา 400 ชุด เวนแตรายละเอียดสเปค (Specification) ระบุความตองการประสบการณในการผลิต และ/หรือการติดตั้งใชงานไวเปนอยางอื่น ใหถือ ประสบการณในการผลิต และ/หรือการติดตั้งใชงานที่กําหนดไวในรายละเอียดสเปค โดยกรณีนี้ ผูยื่นขอเสนอ จะตองยื่นเอกสารแสดงประวัติการขาย (Reference List) หรือ หนังสือรับรองจากลูกคา มาพรอมกับการยื่น ขอเสนอ หรือ
   3.2.2 เปนผลิตภัณฑที่ผานการขึ้นทะเบียนกับการไฟฟาสวนภูมิภาคแลว ไดแก การขึ้นทะเบียน PEA Product Acceptance หรือ PEA Product List หรือการขึ้นทะเบียนอื่นๆ ที่การไฟฟา สวนภูมิภาคกําหนด โดยกรณีนี้ ผูยื่นขอเสนอ จะตองยื่นหนังสือรับรองการขึ้นทะเบียนที่ยังไมหมดอายุ มา พรอมกับการยื่นขอเสนอ หรือ
   3.2.3 เปนผลิตภัณฑที่ผานการทดลองติดตั้งใชงานในระบบของการไฟฟาสวนภูมิภาค สํานักงานใหญแลว โดยกรณีนี้ ผูยื่นขอเสนอจะตองยื่นเอกสารรับรองการผานการทดลองติดตั้งใชงานจากการ ไฟฟาสวนภูมิภาคมาพรอมกับการยื่นขอเสนอ
   3.3 ผูยื่นขอเสนอสามารถเสนอขายเซอรกิตเบรกเกอร สวิตซหรืออุปกรณตัดตอนในระบบ จําหนาย จากผูผลิตที่ไมมีคุณสมบัติตามที่ระบุไวในขอ 3.1 หรือ 3.2 ดังกลาวได แตตองเปนผูที่ผลิตภายใต ใบอนุญาต (License) และจะตองประทับตราเครื่องหมายการคา (Brand-Name or Trade-mark) เดิมของ ผูใหใบอนุญาตบนพัสดุ โดยผูใหใบอนุญาต (Licensor) จะตองมีคุณสมบัติตามขอ 3.1.1 หรือ 3.2.1 แลวแต กรณี
   โดยกรณีนี้ผูผลิตภายใตใบอนุญาตจะตองทําการทดสอบเฉพาะแบบ (Design or Type tests) เซอรกิตเบรกเกอร สวิตซ หรืออุปกรณตัดตอนในระบบจําหนายตามมาตรฐานที่กําหนดไวใน รายละเอียดสเปค (Specification) ใหมทั้งหมด
   ทั้งนี้ ผูยื่นขอเสนอตองยื่นใบอนุญาต (License) ที่ยังไมหมดอายุ มาพรอมกับเอกสารแสดง ประวัติการขาย (Reference List) หรือ หนังสือรับรองจากลูกคา ของผูใหใบอนุญาต (Licensor) มาพรอมกับ การยื่นขอเสนอ
   3.4 หากผูยื่นขอเสนอ เสนอรายละเอียดไมเปนไปตามขอ 3.1,3.2 และ 3.3 ขางตน การไฟฟาสวนภูมิภาคสงวนสิทธิที่จะไมจัดซื้อ
   ขอ 4 กรณทีี่อุปกรณไฟฟาหลักสําหรับติดตั้งใชงานในระบบสายสง 115 kV และระบบจําหนาย 22 kV และ 33 kV อันไดแก หมอแปลงไฟฟา รีโคลสเซอร เซอรกิตเบรกเกอร อุปกรณปองกัน สวิตช อุปกรณตัดตอน ลูกถวยไฟฟา สายไฟฟา หมอแปลงกระแส (Current transformers) หมอแปลงแรงดัน (Voltage transformers) รวมถึงมิเตอรสําหรับวัดพลังงานไฟฟา ผลิตภัณฑใดก็ตามที่ การไฟฟาสวนภูมิภาค จัดซื้อในแต
   ละสัญญา และติดตั้งใชงานภายในระยะเวลา 2 ปนับจากวันที่ การไฟฟาสวนภูมิภาค มีหนังสอืแจงผลการตรวจ รับงวดสุดทาย หรือภายในระยะเวลาอื่นตามที่รายละเอียดสเปค (Specification) กําหนด มีสถิติการชํารุดอัน เนื่องมาจากคุณภาพของผลิตภัณฑ เกินกวาเกณฑที่กําหนดไวในรายละเอียดสเปค (Specification) หรือกําหนด ไวในเงื่อนไขอื่นๆ ในขอบเขตของงาน (TOR) หรือกําหนดไวในสัญญาจัดซื้อ การไฟฟาสวนภูมิภาคจะตัดสิทธิการ เสนอราคาผลิตภัณฑรุน (Model) / แคตตาลอค (Catalogue No.) ดังกลาว และจะไมจัดซื้อเปนการชั่วคราว ทั้งในระหวางการพิจารณาจัดซื้อ และที่จะประกาศจัดซื้อใหมจนกวาผูผลิตหรือ ผูแทนจําหนายผลิตภัณฑนั้นๆ จะสงแผนการปรับปรุงคุณภาพผลิตภัณฑ และดําเนินการแกไขใหเปนที่ยอมรับหรือไดรับการถอดถอนออกจาก บัญชีรายชื่อผลิตภัณฑที่ตองปรับปรุงคุณภาพจากการไฟฟาสวนภูมิภาคแลว และตองพนกําหนดระยะเวลา 6 เดือน นับจากวันที่ การไฟฟาสวนภูมิภาค มีหนังสือแจงตัดสิทธิการเสนอราคาผลิตภัณฑดังกลาวดวย
   ทั้งนี้เง่อืนไขดังกลาวจะไมมีผลใชบังคับยอนหลังไปถึงการจัดซื้อที่ยังไมมีเงื่อนไขนี้กําหนดไว
   ขอ 5 กรณีการจัดซื้ออุปกรณไฟฟาหลักสําหรับติดตั้งใชงานในระบบสายสง 115 kV และระบบ จําหนาย 22 kV และ 33 kV อันไดแก หมอแปลงไฟฟา รีโคลสเซอร เซอรกิตเบรกเกอร อุปกรณปองกัน สวิตซ อุปกรณตัดตอน ลูกถวยไฟฟา สายไฟฟา หมอแปลงกระแส (Current transformers) หมอแปลงแรงดัน (Voltage transformers) รวมถึง มิเตอรสําหรับวัดพลังงานไฟฟา การไฟฟาสวนภูมิภาคมีสิทธิที่จะสง เจาหนาที่ของการไฟฟาสวนภูมิภาค หรือผูแทนที่ไดรับการแตงตั้งจากการไฟฟาสวนภูมิภาคเขาไปตรวจสอบ กระบวนการผลิตและการควบคุมคุณภาพ ณ โรงงานผูผลิต ตามเงื่อนไขและขอกําหนดของการไฟฟาสวน ภูมิภาค กอนการสงมอบ โดยการไฟฟาสวนภูมิภาคจะเปนผูออกคาใชจายในการเดินทาง และเบี้ยเลี้ยงของ เจาหนาที่ฯหรือคาจางผูแทนฯเทานั้น ทั้งนี้ กรณีการจัดซื้อหมอแปลงมีรายละเอียดและขั้นตอนที่ผูไดรับการ สั่งซื้อตองปฏิบัติตามเอกสารแนบจํานวน 2 แผน กรณีพัสดุหรืออุปกรณที่เสนอขางตน หากไดรับการรับรอง ตาม PEA Product Acceptance ใหดําเนินการตามขอ 6
   ขอ 6 กรณีพัสดุที่จะจัดซื้อเปนรายการที่ ไดรับการขึ้นทะเบียนตามกระบวนการ PEA Product Acceptance การไฟฟาสวนภูมิภาคจะดําเนินการดังนี้
   6.1 ในการพิจารณาทางเทคนิค หากผูยื่นเสนอ เสนอผลิตภัณฑที่ไดรับการขึ้นทะเบียน ตามกระบวนการ PEA Product Acceptance ที่ยังคงสถานะการขึ้นทะเบียน และไมอยูระหวางถูกพักใช ใบขึ้นทะเบียนฯ ณ วันที่ยื่นเสนอราคา ใหแนบใบขึ้นทะเบียนฯ ของการไฟฟาสวนภูมิภาค พรอมเอกสาร ประกอบการเสนอราคาสวนที่ 2 โดยไมตองยื่นเอกสาร แคตตาล็อกและ/แบบรูป แสดงรายละเอียด คุณลักษณะเฉพาะ ในกรณีที่ยื่นแคตตาล็อกฯ พรอมใบขึ้นทะเบียนฯ ผูเสนอราคาจะตองจัดทําหนังสือยืนยัน เลือกเอกสารอยางใดอยางหนึ่งให การไฟฟาสวนภูมิภาคทราบ
   6.2 ในขั้นตอนการตรวจรับพัสดุที่จัดซื้อ หากพัสดุรายการใดไดรับการขึ้นทะเบียน ตามกระบวนการ PEA Product Acceptance ที่ยังคงสถานะการขึ้นทะเบียน และไมอยูระหวางถูกพักใช
   ใบขึ้นทะเบียนฯ โดยคูสัญญาตองทําการทดสอบประจําและทดสอบเพื่อการตรวจรับ (โดยมีหัวขอการทดสอบ ตามที่ระบุในสเปค) ที่โรงงานผูผลิต/หนวยทดสอบที่การไฟฟาสวนภูมิภาคยอมรับ และสงผลทดสอบดังกลาว ใหการไฟฟาสวนภูมิภาค ทั้งนี้ ใหใชใบขึ้นทะเบียนฯ ที่คงสถานะ การขึ้นทะเบียน และไมอยูระหวางถูกพักใช ใบขึ้นทะเบียนฯ แทนการตรวจสอบการผลิตและการทดสอบ ณ โรงงานผูผลิต
   ภายหลังทําสัญญา หากพบวาการขึ้นทะเบียนของการไฟฟาสวนภูมิภาค สิ้นสถานะหรืออยู ระหวางถูกพักใชใบขึ้นทะเบียน การไฟฟาสวนภูมิภาคจะดําเนินการตรวจรับพัสดุดังกลาวตามเงื่อนไข หัวขอทดสอบตามที่ระบุในสเปค และวิธีการตรวจรับพัสดุ ของการไฟฟาสวนภูมิภาคที่บังคับใชอยูในปจจุบัน
   ขอ 7 ผูชนะการเสนอราคาจะตองแจงกําหนดวันสงมอบพัสดุเปนลายลักษณอักษรใหหนวยงานจัดซื้อ และ/หรือ หนวยงานที่จุดจัดสงของการไฟฟาสวนภูมิภาคทราบลวงหนาไมนอยกวา 3 วันทําการ เพื่อที่จะได กําหนดนัดวันตรวจรับตอไปและจะตองสงมอบพัสดุภายในวันและเวลาทําการของหนวยงาน
   ขอ 8 พัสดุที่การไฟฟาสวนภูมิภาคกําหนดใหมีการทดสอบเพื่อการตรวจรับในหัวขอที่เปนการทดสอบ แบบทําลาย จนพัสดุไมสามารถนํากลับมาใชงานได คูสัญญาจะตองนําพัสดุใหมมาทดแทนเพื่อใหครบจํานวน ตามที่ระบุไวในสัญญากอนการไฟฟาสวนภูมิภาครับมอบพัสดุไวใชงาน โดยการไฟฟาสวนภูมิภาคจะมีหนังสือ แจงใหสงของมาทดแทน ภายใน 5 วันทําการนับจากวันที่ไดรับหนังสือแจง หากคูสัญญาไมนํามาทดแทน ภายในเวลาที่กําหนด การไฟฟาสวนภูมิภาคจะคิดคาปรับกรณีสงของลาชาในอัตรารอยละ 0.20 ของมูลคา พัสดุที่นํามาทดแทน และผูขายตองรับพัสดุที่ทดสอบแลวชํารุดคืนกลับไป ภายใน 30 วัน หลังจากไดนําพัสดุ มาทดแทนใหการไฟฟาสวนภูมิภาคแลว หากผูขายไมประสงคจะรับพัสดุคืนใหทําหนังสือแจงการไฟฟาสวน ภูมิภาคทราบเพื่อที่จะดําเนินการตอไป
   ขอ 9 การชําระราคาพัสดุที่ตกลงซื้อขายกันการไฟฟาสวนภูมิภาคจะชําระภายในเวลา ๓๐ วัน นับถัดจากวันที่การไฟฟาสวนภูมิภาคไดทําการตรวจรับพัสดุที่คูสัญญาสงมอบถูกตองเรียบรอยแลวในแตละงวด
   ขอ 10 ผูชนะการเสนอราคาจะตองรับประกันความชํารุดบกพรองอันเนื่องมาจากการใชงานตามปกติ ของพัสดุเปนเวลาไมนอยกวา ๑ ป นับถัดจากวันที่การไฟฟาสวนภูมิภาคไดรับมอบแลว เวนแต 10.1 ปูนซีเมนตปอรตแลนดประเภทเกิดแรงสูงเร็ว ตองรับประกันคุณภาพเปนเวลาไมนอย กวา ๓๐ วัน นับถัดวันที่การไฟฟาสวนภูมิภาคไดรับมอบแลว
   10.2 พัสดุประเภทดังตอไปนี้ตองรับประกันคุณภาพเปนเวลาไมนอยกวา 3 ป เวนแต รายละเอียดสเปค (Specification) กําหนดระยะเวลารับประกันคุณภาพไวมากกวา 3 ป นับถัดวันที่การไฟฟา สวนภูมิภาคไดรับมอบแลว ใหถือระยะเวลารับประกันคณุ ภาพที่กําหนดไวในรายละเอียดสเปค

• หมอแปลงไฟฟากําลัง ที่สเปคกําหนดรายละเอียดใหเปนไปตามมาตรฐาน
  มอก. 384 หรือมาตรฐานฉบับอื่นที่สํานักงานมาตรฐานผลิตภัณฑอุตสาหกรรม
  (สมอ.) กําหนดใหเปนมาตรฐานผลิตภัณฑอุตสาหกรรมสําหรับหมอแปลง
  ไฟฟากําลัง
  -Solid dielectric three-phase automatic reclosers for 22 kV and 33
  kV 50 Hz distribution System
  -Automatic switching equipment for HV power capacitor Bank
  -Single-phase and Three-phase electromechanical meters
  10.3 พัสดุที่จะจัดซื้อเปน Porcelain cable spacer with grip locks and High-Density Polyethylene (HDPE) cable spacers and snap-tie ตองรับประกันคุณภาพเปนเวลาไมนอยกวา 5 ป นับถัด จากวันที่การไฟฟาสวนภูมิภาคไดรับมอบแลว
  10.4 Remote controlled switches for 22 kV and 33 kV 50 Hz distribution system ตองรับประกันคุณภาพเปนเวลาไมนอยกวา 5 ป นับถัดวันที่การไฟฟาสวนภูมิภาคไดรับมอบแลว ยกเวน Battery ตองรับประกันคุณภาพเปนเวลาไมนอยกวา 2 ป นับถัดวันที่การไฟฟาสวนภูมิภาคไดรับมอบ แลว
  10.5 Electronic energy meters ตองรับประกันคุณภาพเปนเวลาไมนอยกวา 5 ป นับถัดจากวันที่การไฟฟาสวนภูมิภาคไดรับมอบแลว
  10.6 พัสดุนอกเหนือจากที่ระบุไวในขอ 10.1 ถึง 10.5 หากรายละเอียดสเปค (Specification) มีการระบุระยะเวลารับประกันคุณภาพไวเปนอยางอื่น ใหถือระยะเวลารับประกันคุณภาพที่ กําหนดไวในรายละเอียดสเปค
  ถาพัสดุเกิดความบกพรองเนื่องจากวัสดุและหรือฝมือไมดี ตองรีบจัดการแกไขหรือเปลี่ยนใหม ใหเรียบรอยโดยไมคิดมูลคา ภายใน ๓๐ วัน นับถัดจากวันที่ไดรับแจงจากการไฟฟาสวนภูมิภาค และหากความ บกพรองดังกลาวเปนเหตุใหเกิดความเสียหายหรือเกิดอุบัติเหตุใดๆขึ้น ผูชนะการเสนอราคาจะตองรับผิดชอบ ชดใชคาเสียหายทั้งหมด ตามขอกําหนดทั่วไป และ/หรือรายละเอียดสเปค (Specification) จะกําหนดไว โดย ไมมีขอโตแยงใดๆ
  ในกรณีที่ผูชนะการเสนอราคารับพัสดุไปแกไข หรือการไฟฟาสวนภูมิภาคสงมอบพัสดุใหผู ชนะการเสนอราคาไปดําเนินการแกไข และผูชนะการเสนอราคาสงมอบพัสดุที่แกไขแลวคืนเกินกําหนดเวลา ๓๐ วัน ผูชนะการเสนอราคาตองขยายกําหนดเวลารับประกันความชํารุดบกพรองเทากับจํานวนวันที่เกินจาก กําหนด ๓๐ วัน โดยนับตอจากวันครบกําหนดเวลารับประกันเดิม สําหรับกรณที ี่แกไขแลวเสร็จพนกําหนดเวลา รับประกัน ใหขยายกําหนดตามจํานวนวันที่เกินจากกําหนด 30 วัน โดยนับตอจากวันสงมอบพัสดุที่แกไขเสร็จ เรียบรอย แลวแตกรณี และยอมใหการไฟฟาสวนภูมิภาคปรับเปนรายวันในอัตรา รอยละ ๐.๐๔๑๐๙ ของ ราคาพัสดุรวมภาษีมูลคาเพิ่ม ที่แกไขเกินกําหนด
  ขอ 11 โครงการจัดซ้ือจัดจางที่มีวงเงินตั้งแต ๓00 ลานบาทขึ้นไป รวมถึงการจัดซื้อจัดจางแบบเปน กลุมประกวดราคา (Bid Group)ที่มีวงเงินตั้งแต ๓00 ลานบาทขึ้นไป (ตามประกาศคณะกรรมการความ รวมมือปองกันการทุจริต เรื่อง มาตรฐานขั้นต่ําของนโยบายและแนวทางปองกันการทุจริตในการจัดซื้อจัดจาง ที่ผูประกอบการ ตองจัดใหมี ตามมาตรา 19 แหงพระราชบัญญัติการจัดซื้อจัดจางและการบริหารพัสดุภาครัฐ พ.ศ. 2560) ผูเขารวมการเสนอราคาจะตองมีนโยบายและแนวทางการปองกันการทุจริตในการจัดซื้อจัดจาง พรอมทั้ง ตองแนบเอกสารหลักฐาน และแบบตรวจสอบขอมูลของผูประกอบการที่จะเขารวมการเสนอราคาใน โครงการที่มีวงเงนิ ตั้งแต ๓00 ลานบาทขึ้นไป ประกอบเปนเอกสารการเสนอราคา โดยผูประกอบการจะตองมี การดําเนินการตามแบบตรวจสอบขอมูลครบถวนทุกขอจึงจะผานการพิจารณาคณุ สมบัติของผูเสนอราคา
  ขอ 12 โครงการจัดซื้อจัดจางที่มีวงเงินตั้งแต 1,000 ลานบาทขึ้นไป จะตองดําเนินการตามประกาศ คณะกรรมการความรวมมือปองกันการทุจริต (ค.ป.ท.) เรื่องแนวทางและวิธีการในการดําเนินงานโครงการ ความรวมมือปองกันการทุจริตในการจัดซื้อจัดจางภาครัฐ แบบของขอตกลงคุณธรรม การคัดเลือก ผูสังเกตการณ และการจัดทํารายงานตามมาตรา 17 และ มาตรา 18 แหงพระราชบัญญัติการจัดซื้อจัดจาง และการบริหารพัสดุภาครัฐ พ.ศ. 2560 และไดรับ คัดเลือก จากคณะกรรมการความรวมมือปองกันการทุจริต (ค.ป.ท.) ใหจัดทําขอตกลงคณุ ธรรม (integrity pact :IP)
  ผูประสงคจะเขารวมการเสนอราคาในโครงการจัดทําขอตกลงคุณธรรมจะตองลงนามใน ขอตกลงคุณธรรมซึ่งเปนเอกสารที่ยื่นพรอมกับเอกสารเสนอราคา หากไมลงนามในขอตกลงคุณธรรมจะไมมี สิทธิเขารวมการเสนอราคาในโครงการนั้น
  ขอ 13 กรณีหมอแปลงไฟฟาเกิดการชํารุดระหวางการใชงานและอยูภายในระยะเวลารับประกัน การ ไฟฟาสวนภูมิภาคขอสงวนสิทธิในการผาพิสูจนหมอแปลงไฟฟา เพื่อหาสาเหตุการชํารุด โดยใหคูสัญญาเขารวม ในกระบวนการผาพิสูจน หากผลการผาพิสูจนปรากฏวา ใชวัสดุอุปกรณไมเปนไปตามขอกําหนดทางเทคนิค (Specification) ที่การไฟฟาสวนภูมิภาคกําหนด การไฟฟาสวนภูมิภาคขอสงวนสิทธิบอกเลิกสัญญา และเรียก คาเสียหาย พรอมทั้งพิจารณาใหเปนผูทิ้งงาน
  ขอ 14 ในกรณีพัสดุที่การไฟฟาสวนภูมิภาค (กฟภ.) จัดซื้อไดมีการกําหนดใหมีการทดสอบ กฟภ. สงวน สิทธิที่จะเรียกเก็บคาบริการทดสอบกับผูยื่นขอเสนอ/คูสัญญา โดย กฟภ. จะเรียกเก็บคาบริการทดสอบ ดังนี้
  14.1 งานใหบริการทดสอบเพื่อประกอบการพิจารณาผลการจัดซื้อ งานใหบริการทดสอบ
  เพื่อตรวจรับ งานใหบริการทดสอบอุปกรณ/พัสดุในโครงการจางเหมากอสรางระบบไฟฟา งานใหบริการ ทดสอบเพื่อตรวจสอบและรับรองคุณภาพของผลิตภัณฑ และงานใหบริการทดสอบอื่นๆ ใหคิดคาบริการ ทดสอบตามอัตราที่ กฟภ. กําหนดไว
  14.2 สําหรับการทดสอบอุปกรณ/พัสดุ มีการคิดคาบริการ แบงเปน 2 ลักษณะ ดังนี้
  14.2.1 การทดสอบโดยหนวยงานทดสอบของ กฟภ. จะดําเนินการคิดคาบริการ ทดสอบตามอัตราที่ กฟภ. กําหนดไว
  14.2.2 การทดสอบโดยหนวยทดสอบเครือขาย หรือหนวยทดสอบภายนอก ที่ กฟภ. ยอมรับ หากมีเจาหนาที่จาก กฟภ. เขารวมเปนสักขีพยานในการทดสอบ (Witness test) จะดําเนินการคิดคา ดําเนินการใหบริการในอัตรา 3,000 บาท/งาน/วัน (ไมรวมภาษีมูลคาเพิ่ม) หรือตามอัตราที่ กฟภ. กําหนดไว ตามประเภทอุปกรณ (ถามี)
  ทั้งนี้ กฟภ. จะเรียกเก็บคาบริการทดสอบ รวมขอ 14.2.1 และ 14.2.2 ไมเกินรอยละ 10 ของมูลคารวมการจัดซื้อจัดจางในแตละรายการที่สงทดสอบ (ไมรวมภาษีมูลคาเพิ่ม) หากการขอรับบริการ ทดสอบใดไมกําหนดมูลคาการจัดซื้อจัดจางในแตละรายการที่สงทดสอบ กฟภ. ขอสงวนสิทธิคิดคาบริการ ทดสอบตามอัตราที่ กฟภ. กําหนดไว ตามคาใชจายที่เกิดขึ้นจากการทดสอบจริงทั้งหมด
  หากมีการใชรถยนตหรือยานพาหนะของ กฟภ. ในการเดินทางไปเขารวมเปนสักขีพยานใน การทดสอบดังกลาว จะมีการคิดคา บริการเพิ่มขึ้นตามประเภทของรถยนตที่ใชในการเดินทางตามอัตราที่ กฟภ. กําหนดไว
  ในกรณีที่ผูยื่นขอเสนอ/คูสัญญา ไมสงมอบหลักฐานการชําระคาบริการทดสอบอุปกรณ/พัสดุ หนวยงานทดสอบของ กฟภ. มีสิทธิบอกเลิกการขอรับบริการทดสอบในครั้งนั้นๆ
  ทั้งนี้ สามารถตรวจสอบขอมูลสําคัญการทดสอบอุปกรณ ประกอบดวยอัตราคาบริการ ทดสอบอุปกรณ รายละเอียดการตรวจรับพัสดุ รายชื่อหนวยทดสอบเครือขายที่ กฟภ. ยอมรับ และสามารถ คนหาหนวยงานทดสอบ รายการพัสดุพรอมทั้งหัวขอการทดสอบ เพื่อประกอบการพิจารณาผลการจัดซื้อ หรือ เพื่อการตรวจรับพัสดุที่จะเรียกเก็บคาบริการทดสอบ ไดที่ www.pea.co.th -> ขาวสารประกาศ -> หัวขอ “ขอมูลสําคัญการทดสอบอุปกรณ”
