สำนักงานปลัดกระทรวงเกษตรและสหกรณ์ (สปก.) มีแผนพัฒนาระบบสารสนเทศเพื่อสนับสนุนการทำงานตามพระราชบัญญัติส่งเสริมและพัฒนาระบบเกษตรพันธสัญญา พ.ศ. 2560 ให้ทันสมัยและสอดคล้องกับนโยบายดิจิทัลของรัฐบาล โดยมุ่งเน้นการเปลี่ยนผ่านการให้บริการไปสู่รูปแบบดิจิทัลเต็มรูปแบบ (Fully Digital) และเชื่อมโยงกับแพลตฟอร์มกลางของภาครัฐ
โครงการนี้มีเป้าหมายหลักเพื่อพัฒนาระบบสารสนเทศใหม่ที่ครอบคลุมภารกิจหลักทั้งหมดของ สปก. ภายใต้กฎหมายดังกล่าว ซึ่งรวมถึง การรับแจ้งและบริหารจัดการข้อมูลผู้ประกอบธุรกิจทางการเกษตร การจัดเก็บสำเนาเอกสารชี้ชวนและร่างสัญญา การบริหารข้อมูลเกษตรกร การจัดการกระบวนการไกล่เกลี่ยข้อพิพาท และการบันทึกข้อมูลการปรับเป็นพินัย ระบบที่พัฒนาขึ้นจะต้องรองรับการทำงานทั้งส่วนของผู้ประกอบธุรกิจ/เกษตรกร และเจ้าหน้าที่ผู้ปฏิบัติงานในส่วนกลางและภูมิภาค
นอกจากฟังก์ชันการทำงานหลักแล้ว โครงการยังกำหนดให้มีการพัฒนา Landing Page สำหรับเผยแพร่ข้อมูล, ระบบบริหารจัดการผู้ใช้และข้อมูล (Backend), และฟังก์ชันพื้นฐานที่สำคัญ เช่น การบันทึกประวัติการแก้ไข, การแจ้งเตือนตามกำหนดเวลา (SLA), และการตรวจสอบความถูกต้องของข้อมูล (Data Validation) ที่สำคัญคือระบบจะต้องถูกพัฒนาขึ้นเพื่อรองรับการเชื่อมโยงข้อมูลกับระบบพอร์ทัลกลางเพื่อประชาชน (Citizen Portal) และระบบศูนย์แลกเปลี่ยนข้อมูลกลางภาครัฐ (GDX) เพื่อดึงข้อมูลจากหน่วยงานอื่น เช่น ข้อมูลทะเบียนราษฎรและทะเบียนนิติบุคคล มาใช้ในการให้บริการได้อย่างมีประสิทธิภาพและรวดเร็ว
The Office of the Permanent Secretary, Ministry of Agriculture and Cooperatives (OPSMAC) plans to develop an information system to support the operations under the Contract Farming System Promotion and Development Act B.E. 2560 (2017). The project aims to modernize services and align with the government’s digital policy, focusing on transitioning to fully digital (Fully Digital) services and integrating with central government platforms.
The main objective is to develop a new comprehensive information system covering OPSMAC’s core duties under the said Act. This includes receiving notifications and managing data of agricultural business operators, storing copies of solicitation documents and draft contracts, managing farmer data, handling dispute mediation processes, and recording fine penalty data. The system must support functionalities for both business operators/farmers and government officers at central and regional levels.
In addition to core functions, the project requires the development of a Landing Page for information dissemination, a backend user and data management system, and essential basic functions such as audit logs, SLA-based notifications, and data validation. Crucially, the system must be developed to support integration with the central Citizen Portal and the Government Data Exchange (GDX) to pull data from other agencies (e.g., civil registration, corporate registration) for efficient and swift service delivery.
