โครงการนี้มีวัตถุประสงค์เพื่อว่าจ้างให้บริษัทเอกชนเข้ามาดำเนินการบำรุงรักษาสายสัญญาณและอุปกรณ์จัดการเครือข่ายของกรุงเทพมหานครอย่างครบวงจร เป็นระยะเวลา 12 เดือน (1 ต.ค. 2568 - 30 ก.ย. 2569) ด้วยวงเงินงบประมาณกว่า 20 ล้านบาท งานหลักประกอบด้วยการดูแลรักษาระบบเครือข่ายสื่อสารข้อมูล ระบบควบคุมและตรวจสอบสิทธิ์การเข้าถึงระบบสารสนเทศ ระบบแจกและควบคุมหมายเลข IP Address ระบบตู้สาขาโทรศัพท์ (PABX) ระบบเครือข่ายไร้สาย และอุปกรณ์ไฟฟ้าสำรอง (UPS) ที่กระจายตัวอยู่ทั่วกรุงเทพมหานคร
ขอบเขตงานกำหนดให้ผู้รับจ้างต้องปฏิบัติงานบำรุงรักษาเชิงป้องกัน (PM) อย่างน้อยเดือนละ 1 ครั้ง พร้อมจัดทำรายงาน และต้องพร้อมรับแจ้งเหตุขัดข้องเพื่อซ่อมบำรุงแก้ไข (CM) ตลอด 24 ชั่วโมง โดยมีเงื่อนไขเวลาแก้ไขที่รัดกุม เช่น ต้องเริ่มแก้ไขภายใน 3 ชั่วโมงหลังได้รับแจ้ง และให้ระบบกลับมาใช้งานได้ภายใน 6 ชั่วโมง (ยกเว้นสายใยแก้วนำแสงที่กำหนดให้แก้ไขภายใน 48 ชั่วโมง) ผู้รับจ้างมีหน้าที่ดูแลระบบให้มีเวลาหยุดทำงานไม่เกิน 4 ชั่วโมงต่ออุปกรณ์ต่อเดือน และต้องจัดหาอะไหล่แท้จากผู้ผลิตมาสำรองตลอดอายุสัญญา
This project aims to hire a private company to provide comprehensive maintenance services for the Bangkok Metropolitan Administration’s (BMA) communication cables and network management equipment for a period of 12 months (1 Oct 2025 - 30 Sep 2026), with a budget of over 20 million THB. The core work involves maintaining the data communication network, access control and authentication systems, IP address management (DHCP/DNS) systems, Private Automatic Branch Exchange (PABX) telephone systems, wireless networks, and Uninterruptible Power Supply (UPS) equipment distributed across various BMA offices, district offices, and hospitals in Bangkok.
The scope of work requires the contractor to perform preventive maintenance (PM) at least once a month with reporting, and be on-call 24/7 for corrective maintenance (CM) in case of failures. Strict service level agreements are imposed, such as starting repairs within 3 hours of notification and restoring service within 6 hours (except for fiber optic cable repairs, which must be completed within 48 hours). The contractor is responsible for ensuring network downtime does not exceed 4 hours per device per month and must secure genuine spare parts from manufacturers for the entire contract duration.
