สำนักงานคณะกรรมการส่งเสริมการลงทุน (บีโอไอ) มีแผนดำเนินการจ้างออกแบบและพัฒนาเว็บไซต์หลักขององค์กรใหม่ทั้งหมด โดยมีวัตถุประสงค์เพื่อยกระดับภาพลักษณ์และประสิทธิภาพการให้บริการข้อมูลข่าวสารต่อนักลงทุนทั้งในและต่างประเทศ ปรับปรุงให้ทันสมัย สะท้อนความเป็นมืออาชีพ และสอดคล้องกับนโยบายรัฐบาลดิจิทัล
ขอบเขตงานหลักประกอบด้วย การศึกษาและวิเคราะห์ประสบการณ์ผู้ใช้งาน (UX Research) โดยเก็บข้อมูลจากผู้ใช้ภายในและภายนอกองค์กร การออกแบบประสบการณ์ผู้ใช้และส่วนติดต่อผู้ใช้ (UI/UX Design) ที่ตอบโจทย์การใช้งานบนอุปกรณ์หลากหลาย (Responsive Design) และสอดคล้องกับอัตลักษณ์องค์กร พัฒนาและติดตั้งระบบบริหารจัดการเว็บไซต์ (Content Management System - CMS) ที่มีประสิทธิภาพ รองรับการทำงานหลายภาษา และสามารถบริหารจัดการได้อย่างยืดหยุ่น
นอกจากนี้ งานยังรวมถึงการพัฒนาเว็บไซต์โดยใช้เทคโนโลยีที่ทันสมัย เช่น HTML5, CSS3 และ Next.js Framework ให้เป็นไปตามมาตรฐานเว็บไซต์ภาครัฐ (Government Website Standard) และมาตรฐานการเข้าถึง (WCAG 2.1 Level AA) การออกแบบโครงสร้างข้อมูลเพื่อการค้นหาที่มีประสิทธิภาพ (SEO) การเชื่อมต่อกับระบบเดิม (e-Service, API) การถ่ายโอนข้อมูล (Data Migration) จากเว็บไซต์ปัจจุบัน และการฝึกอบรมผู้ใช้งาน
ที่สำคัญ โครงการให้ความสำคัญสูงด้านความปลอดภัยไซเบอร์ โดยกำหนดให้ผู้รับจ้างต้องจัดทำการทดสอบเจาะระบบ (Penetration Testing) ทั้งจากภายในและภายนอกเครือข่ายตามมาตรฐาน OWASP Top 10 ล่าสุด พร้อมทั้งดำเนินการปรับปรุงและปิดช่องโหว่ของระบบ (System Hardening) เพื่อป้องกันการโจมตี และต้องเป็นไปตามหลักเกณฑ์ PDPA
The Office of the Board of Investment (BOI) plans to hire a contractor for the complete redesign and development of its official website under the existing domain, www.boi.go.th. The project aims to modernize the website’s image and functionality, enhance service delivery to domestic and foreign investors, improve security, and align with the government’s digital policy and standards.
The core scope of work includes comprehensive User Experience research (UX Research) involving both internal and external stakeholders, followed by modern UI/UX design that is responsive across all devices and reflects the organization’s corporate identity. The contractor must develop and install a robust Content Management System (CMS) that supports multilingual content, flexible management, and seamless integration.
The website must be developed using modern technologies like HTML5, CSS3, and the Next.js Framework, complying with the latest Government Website Standards and accessibility guidelines (WCAG 2.1 Level AA). The work also encompasses SEO-friendly information architecture, integration with existing systems (e-Service, APIs), data migration from the current site, and user training.
A critical component is cybersecurity, requiring the contractor to conduct thorough Penetration Testing (both White-box and Black-box) following the latest OWASP Top 10 standards, perform System Hardening to address vulnerabilities, and ensure compliance with Thailand’s Personal Data Protection Act (PDPA). The total project duration is 12 months from contract signing.
