โครงการ “งานจ้างเหมาจัดงานมหกรรมนาฏดนตรี เปิดตํานานการแสดงลิเก” มีเป้าหมายหลักในการส่งเสริมและอนุรักษ์มรดกทางวัฒนธรรมของจังหวัดลพบุรี โดยเฉพาะศิลปะการแสดงลิเกและนาฏศิลป์ดนตรีไทย พร้อมทั้งกระตุ้นเศรษฐกิจและการท่องเที่ยวเชิงวัฒนธรรมในพื้นที่ ผู้รับจ้างจะรับผิดชอบการจัดงานมหกรรมนี้เป็นระยะเวลา 3 วัน ระหว่างวันที่ ๑๔-๑๖ สิงหาคม ๒๕๖๐ (โปรดทราบว่าปี พ.ศ. ๒๕๖๐ คือ ค.ศ. ๒๐๑๗ และปี พ.ศ. ๒๕๑๘ คือ ค.ศ. ๑๙๗๕ ซึ่งระบุในเอกสาร TOR อาจเป็นข้อผิดพลาดจากการพิมพ์) ณ วัดซาก ตําบลถนนใหญ่ อําเภอเมืองลพบุรี จังหวัดลพบุรี

ขอบเขตงานครอบคลุมตั้งแต่การจัดทําแผนงาน กําหนดแนวคิดและธีมงาน การออกแบบผังโครงสร้างกิจกรรม การประชาสัมพันธ์งานผ่านช่องทางต่างๆ เช่น อินโฟกราฟิก คลิปวิดีโอ การถ่ายทอดสด ป้ายประชาสัมพันธ์ สปอร์ตวิทยุ และรถประชาสัมพันธ์ นอกจากนี้ยังต้องจัดเตรียมพิธีเปิดงานอย่างครบวงจร ทั้งเวที แสง สี เสียง ห้องแต่งตัว เก้าอี้ โต๊ะลงทะเบียน อาหารว่าง ระบบสาธารณูปโภค และพิธีกร

ส่วนกิจกรรมหลักของงานประกอบด้วย การจัดมหกรรมการแสดงลิเกจากคณะลิเกเงินล้านและคณะลิเกพื้นบ้านของจังหวัดลพบุรี ซึ่งกําหนดจํานวนนักแสดงและระยะเวลาการแสดงชัดเจน การประกวดเงาเสียงศิลปินลิเก พร้อมเงินรางวัลและคณะกรรมการตัดสิน รวมถึงการจัดพื้นที่สําหรับจําหน่ายอาหารพื้นบ้านและสินค้าทางวัฒนธรรม 15 ร้านค้า ที่เน้นการแต่งกายชุดไทยและใช้บรรจุภัณฑ์ธรรมชาติ ผู้รับจ้างยังต้องรับผิดชอบงานอํานวยการทั้งหมด เช่น ค่าบํารุงสถานที่ ค่าสาธารณูปโภค การจัดการขยะ การรักษาความสะอาดห้องน้ํา การจัดการจราจรและความปลอดภัย เพื่อให้งานเป็นไปอย่างราบรื่นและบรรลุวัตถุประสงค์ในการสร้างรายได้สู่ชุมชน

The “Likay Performing Arts Festival Grand Event” project aims to promote and preserve the cultural heritage of Lopburi province, specifically the Likay performing arts and traditional Thai dance and music. It also seeks to stimulate the cultural tourism economy in the area. The contractor will be responsible for organizing this 3-day festival from August 14-16, 2560 (BE) (Please note that 2560 BE is 2017 CE, and 2518 BE is 1975 CE, which are dates mentioned in the TOR and may be typographical errors) at Wat Sak, Thanon Yai Subdistrict, Mueang Lopburi District, Lopburi Province.

The scope of work includes developing the event plan, concept, and theme, designing the activity layout, and extensive publicity through various channels such as infographics, video clips, live streaming, banners, radio spots, and mobile public relations. Furthermore, the contractor must prepare a comprehensive opening ceremony, including a fully equipped stage, sound and lighting systems, dressing rooms, seating, registration desks, snacks, utilities, and MCs.

Key activities of the festival involve grand Likay performances from both famous “million-baht” Likay troupes and local Lopburi Likay troupes, with specified numbers of performers and show durations. There will also be a Likay “copy show” competition with cash prizes and a judging panel. Additionally, the contractor must set up 15 stalls for local food and cultural products, emphasizing traditional Thai attire for vendors and natural packaging. The contractor is also responsible for all administrative tasks, such as venue maintenance fees, utility costs, waste management, restroom cleaning, traffic management, and security, to ensure the smooth execution of the event and achieve the objective of generating income for the local community.
