โครงการ “ส่งเสริมผู้แสดงความสามารถ…เส้นทางจากถนนสู่ดวงดาว Street to Star” เป็นการขับเคลื่อนของกรมพัฒนาสังคมและสวัสดิการ เพื่อยกระดับและสนับสนุนผู้แสดงความสามารถภายใต้พระราชบัญญัติควบคุมการขอทาน พ.ศ. 2559 โครงการนี้มีวัตถุประสงค์หลักเพื่อพัฒนาผู้แสดงความสามารถให้เป็นมืออาชีพ สร้างพื้นที่แห่งโอกาสในการประกอบอาชีพและมีรายได้ที่ยั่งยืน เพิ่มการยอมรับในกลุ่มผู้แสดงความสามารถและประชาชนทั่วไป รวมถึงประชาสัมพันธ์การขับเคลื่อนงานส่งเสริมศักยภาพเหล่านี้

ขอบเขตงานของผู้รับจ้างครอบคลุมตั้งแต่การจัดทำแผนการดำเนินงานทั้งหมด ทั้งแนวคิด รูปแบบการจัดเตรียมสถานที่ ระบบแสง สี เสียง ไปจนถึงการประชาสัมพันธ์ก่อนและหลังงานอย่างกว้างขวาง รวมถึงการจัดงานแถลงข่าว การคัดเลือก การซ้อม และวันประกวดแข่งขันรอบชิงชนะเลิศ ซึ่งรวมถึงการจัดหาคณะกรรมการผู้ทรงคุณวุฒิ พิธีกร การดูแลเรื่องลิขสิทธิ์เพลง การจัดเตรียมอุปกรณ์ดนตรี เวที ที่พัก อาหาร และการจัดการทีมงานทั้งหมด ผู้รับจ้างยังต้องรับผิดชอบในการผลิตสื่อประชาสัมพันธ์ต่าง ๆ อาทิ คลิปโปรโมท สื่อออนไลน์ และสปอตโทรทัศน์ และจัดทำรายงานสรุปผลการดำเนินงานพร้อมไฟล์ดิจิทัลทั้งหมดหลังเสร็จสิ้นโครงการ

The “Street to Star” project, initiated by the Department of Social Development and Welfare, aims to elevate the capabilities of performers in accordance with the Beggar Control Act B.E. 2559. The primary objectives are to develop performers into professionals, create sustainable career opportunities and income, foster greater societal acceptance for performers, and promote the department’s efforts in enhancing their potential.

The contractor’s scope of work includes comprehensive event planning, covering concepts, venue preparation, sound and lighting systems, and extensive pre and post-event public relations. Key activities involve organizing a press conference, conducting audition and final competition rounds for singing and music, and managing rehearsal sessions. The contractor is responsible for securing qualified judges, professional MCs, managing music copyrights, providing musical instruments, stage setup, accommodation, catering, and overseeing all operational teams. Furthermore, the contractor must produce various promotional materials, such as promotional clips, online content, and TV spots, and submit a comprehensive final report with all digital assets upon project completion.
