สถาบันคุ้มครองเงินฝาก (สคฝ.) มีความประสงค์จะจัดจ้างผู้ให้บริการเพื่อบำรุงรักษาอุปกรณ์เครือข่ายและระบบป้องกันรักษาความปลอดภัยในระบบเครือข่ายของ สคฝ. เป้าหมายหลักคือเพื่อให้ระบบดังกล่าวสามารถทำงานได้อย่างต่อเนื่อง มีประสิทธิภาพ มีความมั่นคงปลอดภัย และน่าเชื่อถือ เพื่อรองรับการปฏิบัติงานตามภารกิจของเจ้าหน้าที่ สคฝ.

ขอบเขตของงานครอบคลุมการบำรุงรักษาอุปกรณ์สำคัญหลากหลายประเภท เช่น ชุดควบคุมระบบ Network Controller (Cisco DNA Center), ระบบพิสูจน์ตัวตน (Cisco Identity Service Engine), อุปกรณ์กระจายสัญญาณหลัก (Core Switch) และอุปกรณ์กระจายสัญญาณเครือข่าย (Access Switch) หลายชนิด, อุปกรณ์ Wireless LAN Controller และ Wireless Access Point รวมถึง Power Injector และ Wireless Sensor ผู้ให้บริการจะต้องเข้ามาดำเนินการบำรุงรักษาเป็นประจำทุก 3 เดือน ตลอดระยะเวลาสัญญา รวมถึงการปรับปรุงโปรแกรม Patch, Firmware เพื่อปิดช่องโหว่ด้านความปลอดภัย ดำเนินงานด้านความมั่นคงปลอดภัย เช่น การสร้าง/ปรับปรุง Security Policy การขออนุมัติก่อนเข้าถึงข้อมูล (Change Control) การร่วมมือในการปิดช่องโหว่ และการตรวจพิสูจน์พยานหลักฐานดิจิทัล นอกจากนี้ยังรวมถึงการตรวจสอบ Environment ของอุปกรณ์ รายงาน Incident Report รายเดือน และการให้คำปรึกษาพร้อมแก้ไขปัญหาตามระดับความเร่งด่วนที่กำหนดใน Service Level Agreement (SLA) ซึ่งมีกำหนดการแก้ไขปัญหาสำคัญและเร่งด่วนภายใน 4 ชั่วโมง หรือไม่เกิน 24 ชั่วโมงในกรณีสุดวิสัย และปัญหาสำคัญภายใน 24 ชั่วโมง หรือ 48 ชั่วโมงในกรณีสุดวิสัย

ระยะเวลาดำเนินการตามสัญญาคือ 1 ปี ด้วยงบประมาณ 3,550,000 บาท การส่งมอบงานและชำระเงินจะแบ่งออกเป็น 4 งวด แต่ละงวดคิดเป็นร้อยละ 25 ของค่าจ้าง โดยจะมีการส่งมอบรายงานสรุปการให้บริการบำรุงรักษาทุกไตรมาส การพิจารณาคัดเลือกผู้เสนอราคาจะใช้เกณฑ์ราคาเป็นหลัก

The Deposit Protection Agency (DPA) is seeking a service provider for the maintenance of its network infrastructure and cybersecurity systems. The primary objective is to ensure the continuous operation, efficiency, security, and reliability of these systems to support DPA staff’s operations.

The scope of work includes maintaining various critical equipment such as the Network Controller (Cisco DNA Center), Identity Management System (Cisco Identity Service Engine), Core and Access Switches of various types, Wireless LAN Controllers, Wireless Access Points, Power Injectors, and Wireless Sensors. The service provider is required to conduct on-site maintenance every 3 months throughout the contract period. This also includes applying patches and firmware updates to address security vulnerabilities, managing security policies (creation/adjustment), implementing Change Control, collaborating on vulnerability remediation, and supporting digital forensics. Additionally, the service involves environmental checks of equipment, monthly incident reporting, and providing consultation and problem resolution based on defined Service Level Agreements (SLAs). Critical and urgent issues must be resolved within 4 hours (or up to 24 hours in unforeseen circumstances), while important issues must be resolved within 24 hours (or up to 48 hours in unforeseen circumstances).

The project duration is 1 year with a budget of 3,550,000 Thai Baht. Deliverables and payments are divided into 4 installments, each accounting for 25% of the contract value, upon submission of quarterly maintenance summary reports. The selection criterion for bidders is based primarily on price.
