สำนักงาน ก.พ. ในฐานะองค์กรกลางด้านการพัฒนาทรัพยากรบุคคลภาครัฐ มีความประสงค์จะจ้างเหมาบริการบริหารจัดการศูนย์การเรียนรู้ทางสื่ออิเล็กทรอนิกส์แบบบูรณาการ โดยการผลิตสื่อการเรียนรู้ประกอบบทเรียนอิเล็กทรอนิกส์ ประจําปีงบประมาณ พ.ศ. ๒๕๖๘ ครั้งที่ ๒ เพื่อส่งเสริมการเรียนรู้และพัฒนาบุคลากรภาครัฐให้มีทักษะที่จำเป็นสำหรับการทำงาน (Upskill, Reskill, New Skill) โดยมีวัตถุประสงค์เพื่อสร้างบทเรียนอิเล็กทรอนิกส์ (e-Learning) จำนวนไม่น้อยกว่า 7 วิชา

ขอบเขตงานรวมถึงการพัฒนาบทเรียนอิเล็กทรอนิกส์ โดยมีโครงสร้างเนื้อหา, กิจกรรมการเรียนรู้, การวัดประเมินผล, และข้อสอบ ผู้รับจ้างต้องจัดหาผู้เชี่ยวชาญ, วิทยากร, หรือผู้ออกเสียงที่มีความรู้ความสามารถในแต่ละวิชา และดำเนินการสร้างเนื้อหาบทเรียนอิเล็กทรอนิกส์ให้มีเนื้อหาไม่น้อยกว่า 2 ชั่วโมงต่อวิชา พร้อมทั้งมีองค์ประกอบตามที่สำนักงาน ก.พ. กำหนด เช่น สื่อวีดิทัศน์, เอกสารอิเล็กทรอนิกส์, และอื่นๆ

การส่งมอบงานจะแบ่งเป็นงวดๆ โดยมีรายละเอียดงานและกำหนดเวลาที่ชัดเจนในแต่ละงวด ผู้รับจ้างจะต้องรับประกันความชำรุดบกพร่องของงานจ้าง โดยเฉพาะเนื้อหาบทเรียนอิเล็กทรอนิกส์จะต้องมีความถูกต้อง และไม่ละเมิดลิขสิทธิ์ใดๆ

The Office of the Civil Service Commission (OCSC), as a central organization for public sector human resource development, intends to hire a contractor to manage the integrated electronic media learning center by producing electronic learning media for the fiscal year 2025, Phase 2, to promote learning and development of public sector personnel to have the necessary skills for work (Upskill, Reskill, New Skill), with the objective of creating no less than 7 e-Learning courses.

The scope of work includes developing e-learning courses with content structure, learning activities, assessment, and exams. The contractor must provide experts, lecturers, or speakers with knowledge and skills in each subject and create e-learning content with a duration of no less than 2 hours per subject, along with components specified by the OCSC, such as video media, electronic documents, and others.

Deliverables will be divided into installments with clear details and timelines for each installment. The contractor must guarantee the defects of the work, especially the e-learning course content must be accurate and not infringe any copyrights.
