โครงการนี้มีเป้าหมายเพื่อพัฒนาระบบสารสนเทศ RSP TOMS (RSP Total Operation & Management System) ระยะที่ 2 เพื่อเพิ่มประสิทธิภาพในการบริหารจัดการโครงการอุทยานวิทยาศาสตร์ภูมิภาค ระบบใหม่นี้จะครอบคลุมตั้งแต่การวางแผนโครงการ การพิจารณาโครงการ การติดตามความก้าวหน้า การรายงานผลการดำเนินงาน และการบริหารงบประมาณ นอกจากนี้ ระบบจะต้องสามารถติดตามและประเมินผลลัพธ์และผลกระทบของโครงการได้อย่างมีประสิทธิภาพ รวมถึงสร้างเครือข่ายการเรียนรู้และการแลกเปลี่ยนข้อมูลระหว่างผู้ประกอบการและหน่วยงานที่เกี่ยวข้อง

ขอบเขตงานประกอบด้วยการพัฒนาฟังก์ชันหรือโมดูลเพิ่มเติม เช่น ระบบติดตามและประเมินผลลัพธ์ ระบบเชื่อมโยงและการแลกเปลี่ยนเรียนรู้ระหว่างเครือข่าย และระบบบริหารงบประมาณ นอกจากนี้ จะต้องบูรณาการระบบใหม่กับระบบเดิม (ระยะที่ 1) ที่มีอยู่ 7 โมดูล เพื่อให้การทำงานเป็นไปอย่างราบรื่น ผู้รับจ้างจะต้องจัดทำคู่มือการใช้งานระบบโดยละเอียด และจัดฝึกอบรมให้กับผู้ใช้งาน พร้อมทั้งบำรุงรักษาระบบสารสนเทศให้สามารถใช้งานได้อย่างต่อเนื่องตลอดระยะเวลาโครงการ

วงเงินงบประมาณสำหรับโครงการนี้คือ 2,000,000 บาท (สองล้านบาทถ้วน) รวมภาษีมูลค่าเพิ่มและค่าใช้จ่ายอื่นๆ ทั้งหมด ผู้รับจ้างจะต้องส่งมอบงานงวดที่ 1 (รายงานขั้นต้น) ภายใน 30 วันหลังลงนามสัญญา และส่งมอบงานงวดที่ 2 (รายงานฉบับสมบูรณ์) พร้อมคู่มือการใช้งาน ภายใน 90 วันหลังลงนามสัญญา

This project aims to develop the RSP TOMS (RSP Total Operation & Management System) Phase 2 information system to enhance the management efficiency of regional science park projects. The new system will cover project planning, consideration, progress tracking, performance reporting, and budget management. In addition, the system must be able to effectively track and evaluate project outcomes and impacts, as well as create a learning network and data exchange among entrepreneurs and related agencies.

The scope of work includes developing additional functions or modules, such as a results tracking and evaluation system, a network linking and learning exchange system, and a budget management system. In addition, the new system must be integrated with the existing system (Phase 1), which has 7 modules, to ensure smooth operation. The contractor must prepare a detailed system user manual and provide training to users, as well as maintain the information system to ensure continuous usability throughout the project period.

The budget for this project is 2,000,000 Baht (two million Baht), including VAT and all other expenses. The contractor must deliver the first deliverable (initial report) within 30 days after signing the contract, and deliver the second deliverable (complete report) with the user manual within 90 days after signing the contract.
