โครงการพัฒนาระบบจัดการกองทุนเงินช่วยเหลือผู้ประสบสาธารณภัย สำนักนายกรัฐมนตรี มีเป้าหมายหลักในการพัฒนาระบบที่ทันสมัยและมีประสิทธิภาพ เพื่อให้การช่วยเหลือผู้ประสบภัยเป็นไปอย่างรวดเร็ว ทั่วถึง และโปร่งใส สอดคล้องกับแผนพัฒนารัฐบาลดิจิทัลของประเทศไทย ระบบใหม่นี้จะช่วยลดขั้นตอนการทำงาน ลดความซ้ำซ้อนในการจัดเก็บข้อมูล และเพิ่มความรวดเร็วในการประมวลผล
ขอบเขตของงานครอบคลุมการศึกษาและทบทวนความต้องการของระบบ การวิเคราะห์และออกแบบระบบ การพัฒนาระบบ Front Office และระบบงานสำหรับหน่วยงานต่างๆ รวมถึงเจ้าหน้าที่และผู้ดูแลระบบ นอกจากนี้ยังมีการพัฒนาระบบการยืนยันตัวตน การออก e-Donation การติดตามสถานะการช่วยเหลือ และการรายงานผล
ผู้รับจ้างจะต้องดำเนินการฝึกอบรม ถ่ายโอนข้อมูล จัดทำเอกสารคู่มือการใช้งาน และส่งมอบ Source Code ของโปรแกรม โดย สปน. จะเป็นผู้มีลิขสิทธิ์ในระบบงานดังกล่าว โครงการมีระยะเวลาดำเนินการ 270 วัน และมีการแบ่งจ่ายเงินเป็น 3 งวดตามความสำเร็จของงานที่ส่งมอบ
The project aims to develop an efficient and modern management system for the Disaster Relief Fund under the Prime Minister’s Office, ensuring swift, comprehensive, and transparent assistance to disaster victims. Aligned with Thailand’s Digital Government Development Plan, the new system will streamline workflows, reduce data redundancy, and accelerate processing.
The scope of work includes studying and reviewing system requirements, analyzing and designing the system, developing the Front Office and systems for various agencies, including staff and administrators. It also involves developing an authentication system, e-Donation system, assistance status tracking, and reporting.
The contractor is responsible for providing training, data migration, user manuals, and source code delivery, with the PMO retaining the copyright to the system. The project has a duration of 270 days with payments divided into three installments based on the successful delivery of work.
