คณะกรรมการกิจการกระจายเสียง กิจการโทรทัศน์ และกิจการโทรคมนาคมแห่งชาติ (กสทช.) เปิดโครงการจ้างบริการอินเทอร์เน็ตความเร็วสูงภายใต้กรอบโครงการจัดให้มีบริการโทรคมนาคมพื้นฐานโดยทั่วถึงและเพื่อสังคม (USO) โดยเน้นไปที่พื้นที่ขาดแคลนหรือยังขาดบริการที่ทั่วถึงในภาคเหนือของประเทศไทย จุดมุ่งหมายหลักของโครงการคือการลดความเหลื่อมล้ำทางดิจิทัลระหว่างเขตเมืองและชนบท ส่งเสริมความเสมอภาคทางสังคม และกระตุ้นการเติบโตทางเศรษฐกิจในท้องถิ่น
ขอบเขตงานหลักประกอบด้วยการจัดหา จัดตั้ง บำรุงรักษา และให้บริการอินเทอร์เน็ตความเร็วสูงแบบไร้สาย (Wi-Fi) ฟรี ณ สถานที่สาธารณะที่กำหนด โดยเน้นพื้นที่ห่างไกลและชุมชนที่ขาดโอกาส การบริการต้องครอบคลุมทั้งการออกแบบเครือข่าย การติดตั้งอุปกรณ์ การดูแลระบบ 24x7 การจัดการความปลอดภัยของเครือข่าย และการให้บริการช่วยเหลือผู้ใช้ (Help Desk) ผลลัพธ์ที่คาดหวังคือการเพิ่มการเข้าถึงข้อมูลดิจิทัลที่จำเป็นสำหรับการศึกษา การสาธารณสุข การเข้าถึงตลาดออนไลน์ และการพัฒนาทักษะใหม่ๆ ให้กับประชาชนในพื้นที่เป้าหมาย อันจะนำไปสู่การสร้างโอกาสทางเศรษฐกิจและสังคมที่ยั่งยืน
The National Broadcasting and Telecommunications Commission (NBTC) of Thailand is launching a project to hire a Broadband Internet Service provider under the Universal Service Obligation (USO) framework. This project, designated as USO 3, Group 1 (Northern Region), focuses on underserved or unserved areas in Northern Thailand.
The primary objective is to bridge the digital divide between urban and rural areas, promote social equity, and stimulate local economic growth. The core scope of work involves the provision, installation, operation, and maintenance of high-speed wireless internet (Wi-Fi) services at designated public locations such as schools, hospitals, district offices, and immigration checkpoints in remote communities. The service provider will be responsible for network design, equipment setup, 24/7 system maintenance, network security management, and user support (Help Desk).
The expected outcome is to enhance access to essential digital resources for education, public health, online market access, and skill development for the target population, thereby creating sustainable economic and social opportunities.
