คณะกรรมการกิจการกระจายเสียง กิจการโทรทัศน์ และกิจการโทรคมนาคมแห่งชาติ (กสทช.) เปิดประมูลงานจ้างบริการอินเทอร์เน็ตความเร็วสูง (Broadband Internet Service) ภายใต้โครงการจัดให้มีบริการโทรคมนาคมพื้นฐานโดยทั่วถึงและเพื่อสังคม (USO) สำหรับพื้นที่ขาดแคลนในภาคใต้ โดยมีวัตถุประสงค์หลักเพื่อลดช่องว่างทางดิจิทัล สร้างความเสมอภาคทางสังคม และส่งเสริมการพัฒนาเศรษฐกิจในชุมชนห่างไกล
ขอบเขตงานครอบคลุมการให้บริการอินเทอร์เน็ตบรอดแบนด์ความเร็วสูงแบบไร้สายฟรี (Free Public Wi-Fi) แก่สถานที่สาธารณะในพื้นที่เป้าหมาย ซึ่งรวมถึงโรงเรียน โรงพยาบาล สถานีอนามัย ศาลากลางจังหวัด/อำเภอ ที่ทำการไปรษณีย์ ด่านตรวจคนเข้าเมือง และหน่วยงานรัฐอื่นๆ ผู้รับจ้างมีหน้าที่ดำเนินการทั้งหมด ตั้งแต่การสำรวจและออกแบบเครือข่าย การจัดหาการเชื่อมต่ออินเทอร์เน็ต backhaul ความเร็วไม่ต่ำกว่า 1 Gbps การติดตั้งอุปกรณ์เครือข่ายไร้สาย (Access Points) และอุปกรณ์สนับสนุน การให้บริการช่วยเหลือผู้ใช้ (Help Desk) ตลอด 24 ชั่วโมง และการบำรุงรักษาระบบเป็นเวลา 3 ปี
โครงการนี้มุ่งหวังให้ประชาชนในพื้นที่ชนบทของภาคใต้ โดยเฉพาะกลุ่มผู้มีรายได้น้อย ผู้พิการ และผู้สูงอายุ ได้มีโอกาสเข้าถึงข้อมูลความรู้ทางดิจิทัลอย่างเท่าเทียม เพื่อพัฒนาทักษะ การศึกษา สุขภาพ และสร้างโอกาสทางเศรษฐกิจใหม่ๆ
The National Broadcasting and Telecommunications Commission (NBTC) of Thailand is procuring a Broadband Internet Service under the Universal Service Obligation (USO) project for underserved areas in the Southern region. The primary objectives are to bridge the digital divide, promote social equality, and stimulate economic development in remote communities.
The scope of work involves providing free public high-speed broadband wireless internet (Free Public Wi-Fi) services to designated public locations in target areas. These locations include schools, hospitals, health stations, provincial/district offices, post offices, immigration checkpoints, and other government agencies. The contractor is responsible for the entire process: site survey and network design, provisioning of high-speed internet backhaul connectivity (minimum 1 Gbps), installation of wireless network equipment (Access Points) and supporting infrastructure, providing 24/7 user help desk support, and maintaining the system for a period of 3 years.
This project aims to provide equal opportunities for residents in rural Southern Thailand, particularly low-income groups, persons with disabilities, and the elderly, to access digital knowledge resources, thereby enhancing skills, education, health, and creating new economic opportunities.
