รายละเอียดการจ้าง
กองทุนการออมแห่งชาติ (กอช.) มีความประสงค์จะจัดจ้างผู้ให้บริการจัดส่งข้อความสั้น (SMS) ให้แก่สมาชิก กอช. และประชาชนทั่วไป จำนวนมากกว่า 7,000,000 ข้อความ โดยมีวัตถุประสงค์เพื่อแจ้งข้อมูลที่สำคัญและประชาสัมพันธ์ข่าวสารต่างๆ ของ กอช. ให้แก่สมาชิกและผู้ที่สนใจ โดยมีรายละเอียดดังนี้:
- แจ้งยืนยันการรับสมัครสมาชิก
- แจ้งยืนยันการได้รับเงินสะสม
- แจ้งผลการสมัคร/ส่งเงินไม่สำเร็จ
- แจ้งการรับเงินสมทบจากรัฐบาลครั้งแรก
- แจ้งเตือนก่อนหักบัญชี (Direct Debit)
- แจ้งผลการหักบัญชี
- แจ้งการโอนเงินคืนสมาชิก
- แจ้งการได้รับเอกสารขอรับเงิน (อายุครบ 60 ปี)
- ประชาสัมพันธ์กิจกรรมต่างๆ
ขอบเขตงานรวมถึงการจัดเตรียมโปรแกรมและสิทธิในการส่ง SMS, ระบบส่งข้อความผ่านอินเทอร์เน็ตที่สามารถใช้งานได้จากทุกที่, รองรับการส่ง SMS ไปยังทุกเครือข่าย, ระบบจัดการรายชื่อผู้รับที่สามารถนำเข้า/ส่งออกข้อมูลในรูปแบบไฟล์ Excel หรือ Text File, รองรับการส่งข้อความภาษาไทย (70 ตัวอักษร/ข้อความ) และภาษาอังกฤษ (160 ตัวอักษร/ข้อความ), รองรับ Long SMS, ตั้งเวลาส่งล่วงหน้า, สร้างรายงานผลการส่ง (สำเร็จ/ไม่สำเร็จ) และจัดการผู้ใช้งานระบบ
วงเงินงบประมาณสำหรับโครงการนี้คือ 9,000,000 บาท (เก้าล้านบาทถ้วน) ระยะเวลาในการดำเนินงานคือ 12 เดือน โดยเริ่มนับจากเดือนที่ กอช. แจ้งให้เริ่มงาน
The National Savings Fund (NSF) intends to hire a service provider to send SMS messages to NSF members and the general public, totaling more than 7,000,000 messages. The objectives are to inform members about important information and promote NSF news, including:
- Confirmation of membership registration
- Confirmation of receipt of contributions
- Notification of unsuccessful registration/contribution
- Notification of the first government contribution
- Pre-debit notification (Direct Debit)
- Notification of debit results
- Notification of member refunds
- Notification of receipt of document for claiming funds (60 years of age)
- Promote various activities
The scope of work includes preparing the program and rights to send SMS, an internet-based messaging system accessible from anywhere, supports sending SMS to all networks, a recipient list management system that can import/export data in Excel or Text File format, supports sending Thai (70 characters/message) and English (160 characters/message) messages, supports Long SMS, scheduled sending, generating delivery reports (success/failure), and managing system users.
The budget for this project is 9,000,000 THB (nine million baht). The duration of the operation is 12 months, starting from the month that the NSF informs the start of work.
