รายละเอียดการจ้าง
โครงการนี้มีเป้าหมายหลักในการพัฒนาระบบบริหารจัดการภายในองค์กรของสำนักงานสภาพัฒนาการเศรษฐกิจและสังคมแห่งชาติ (สศช.) โดยการนำเทคโนโลยี Process Automation และ Internet of Things (IoT) มาประยุกต์ใช้ เพื่อเพิ่มประสิทธิภาพ ลดขั้นตอนการทำงานที่ซ้ำซ้อน และบูรณาการข้อมูลระหว่างหน่วยงานภายในและภายนอกองค์กร
ขอบเขตงานประกอบด้วย:
- การเชื่อมโยงข้อมูลประกาศจัดซื้อจัดจ้างจากกรมบัญชีกลางผ่าน API
- การติดตามครุภัณฑ์และการตรวจสอบสถานที่จัดเก็บด้วย QR Code
- การพัฒนาระบบยืม-คืนครุภัณฑ์คอมพิวเตอร์ผ่านระบบอิเล็กทรอนิกส์
- การพัฒนาระบบอนุมัติโอนย้ายครุภัณฑ์ระหว่างกอง/สำนัก/กลุ่มงาน ผ่านระบบอิเล็กทรอนิกส์
- การพัฒนาระบบงบประมาณและการเงิน Workflow Automatic สำหรับสำนักงานส่วนภูมิภาค
- การพัฒนาระบบวิเคราะห์ข้อมูลการดำเนินงาน ติดตามผลและแจ้งเตือนกระบวนการคืนเงินยืมสำหรับงานการเงิน
- การพัฒนาระบบวิเคราะห์ข้อมูลการดำเนินงาน ติดตามผลและแจ้งเตือนเหตุการณ์ล่วงหน้าสำหรับงานพัสดุ
- การพัฒนาระบบการขอใช้เงินซื้อจ้างตาม พ.ร.บ. การจัดซื้อจัดจ้างและการบริหารพัสดุภาครัฐ พ.ศ. 2560 มาตรา 56 (2) (ข) และตามระเบียบกระทรวงการคลังว่าด้วยการจัดซื้อจัดจ้างและการบริหารพัสดุภาครัฐ พ.ศ. 2560 ข้อ 79 วรรคสอง
- การพัฒนาระบบบันทึกและรายงานข้อมูลงานวิจัยกับสำนักงานการวิจัยแห่งชาติ (วช.)
- การพัฒนาระบบเข้ารหัสการลงนามเอกสาร
ระบบที่พัฒนาขึ้นจะต้องสามารถทำงานบน Web Application ได้ มีการเชื่อมโยงข้อมูลกับระบบ Smart Office เดิมของ สศช. และสามารถรองรับการทำงานแบบ Multi-User โดยมีระบบรักษาความปลอดภัยและกำหนดสิทธิ์การเข้าถึงข้อมูล ผู้รับจ้างจะต้องจัดทำคู่มือการใช้งานและฝึกอบรมให้กับเจ้าหน้าที่ สศช. ทั้งส่วนกลางและส่วนภูมิภาค
This project aims to develop the internal management system of the National Economic and Social Development Council (NESDC) by applying Process Automation and Internet of Things (IoT) technologies. This aims to increase efficiency, reduce redundancy, and integrate data between internal and external organizations.
The scope of work includes:
- Linking procurement announcement data from the Comptroller General’s Department via API.
- Tracking equipment and checking storage locations with QR Codes.
- Developing an electronic computer equipment borrowing-returning system.
- Developing an electronic equipment transfer approval system between divisions/bureaus/working groups.
- Developing a Workflow Automatic budget and finance system for regional offices.
- Developing a data analysis system for tracking results and alerting the money lending returning process for the finance section.
- Developing a data analysis system for tracking results and alerting advance events for the asset section.
- Developing a system for requesting funds for procurement in accordance with the Government Procurement and Supplies Management Act B.E. 2560 Section 56 (2) (b) and in accordance with the Ministry of Finance’s regulations on government procurement and supplies management B.E. 2560 Clause 79 paragraph two.
- Developing a system for recording and reporting research data with the National Research Council of Thailand (NRCT).
- Developing a document signing encryption system.
The developed system must be able to run on Web Application, link data to the existing Smart Office system of NESDC, and support Multi-User operation with security and data access rights management. The contractor must prepare a user manual and provide training to NESDC staff, both central and regional.
