โครงการนี้มีวัตถุประสงค์หลักเพื่อจัดทำมาตรฐานสถาปัตยกรรมระบบข้อมูลขนาดใหญ่ เพื่อสนับสนุนการพัฒนาระบบข้อมูลขนาดใหญ่แห่งชาติ โดยจะเริ่มต้นจากการศึกษากรณีศึกษาและระบบต้นแบบจากต่างประเทศ เช่น สิงคโปร์ จีน และสหราชอาณาจักร รวมถึงการศึกษาระบบแลกเปลี่ยนข้อมูลภาครัฐของไทยที่มีอยู่ เช่น GDX และ Linkage Center ขอบเขตงานครอบคลุมถึงการวิเคราะห์สถาปัตยกรรมระบบ, สถาปัตยกรรมข้อมูล, ความปลอดภัยทางไซเบอร์, มาตรการทางกฎหมายที่เกี่ยวข้องกับการแบ่งปันข้อมูล, การรักษาความปลอดภัยข้อมูลส่วนบุคคล และการกำกับดูแลข้อมูล
ผู้รับจ้างจะต้องจัดทำมาตรฐานที่รองรับการเชื่อมโยงข้อมูลจากหลากหลายแหล่ง ทั้งภาครัฐและเอกชน รวมถึงการสนับสนุนเทคโนโลยีคลาวด์และ API ต่างๆ นอกจากนี้ จะต้องส่งมอบรายงานการศึกษา, เอกสารมาตรฐานการจัดทำสถาปัตยกรรม, คู่มือทางเทคนิค, และสื่อวิดีโอเพื่อเผยแพร่องค์ความรู้ด้านสถาปัตยกรรมข้อมูลขนาดใหญ่
เป้าหมายคือการวางกรอบและแนวทางสำหรับการพัฒนาแพลตฟอร์มข้อมูลขนาดใหญ่ที่ทันสมัย ปลอดภัย และสามารถเชื่อมต่อกับระบบแลกเปลี่ยนข้อมูลต่างๆ ได้อย่างมีประสิทธิภาพ เพื่อให้เกิดประโยชน์สูงสุดต่อการดำเนินงานของสถาบันข้อมูลขนาดใหญ่ (องค์การมหาชน) สขญ.
The project aims to establish a standard architecture for big data systems to support the development of a national big data platform. This involves studying case studies and prototypes from countries like Singapore, China, and the United Kingdom, as well as existing Thai government data exchange systems such as GDX and Linkage Center. The scope includes analyzing system architecture, data architecture, cybersecurity, legal measures related to data sharing, personal data protection, and data governance.
The contractor is required to develop standards that support data linkage from various sources, both public and private, and support cloud technologies and APIs. Deliverables include study reports, standard architecture documents, technical manuals, and videos for disseminating knowledge on big data architecture.
The goal is to create a modern, secure, and efficient framework for developing a big data platform that can connect with various data exchange systems, maximizing the operational benefits for the Big Data Institute (Public Organization).
