รายละเอียดการจ้าง
โครงการนี้มีวัตถุประสงค์เพื่อพัฒนาระบบฐานข้อมูลและระบบการกำกับดูแลผู้รับใบอนุญาตประกอบกิจการโทรคมนาคม ระยะที่ 2 โดยมีเป้าหมายหลักคือการปรับปรุงและเพิ่มประสิทธิภาพของระบบ LMS (Licensing Management System) ให้สามารถรองรับสถานการณ์ปัจจุบันได้อย่างครบถ้วน
ขอบเขตงานประกอบด้วย:
- ศึกษาและทบทวนข้อมูลผลการสำรวจความต้องการพัฒนาระบบงาน, เอกสารการออกแบบระบบงาน และขอบเขตงานของระบบ LMS ระยะที่ 1 เพื่อสรุปความต้องการพัฒนาระบบให้สอดคล้องกับความต้องการปัจจุบัน และจัดทำเอกสารยืนยันข้อกำหนดความต้องการในการพัฒนาระบบ (System Requirement Specification - SRS)
- จัดทำแผนการดำเนินงานในแต่ละขั้นตอนโดยละเอียด
- พัฒนาและปรับปรุงต่อยอดระบบ LMS ตามที่ออกแบบ
- ถ่ายโอนข้อมูลและย้ายฟังก์ชันการใช้งานของระบบการชำระค่าธรรมเนียมใบอนุญาตประกอบกิจการโทรคมนาคม (ระบบ E-licensing Payment) และข้อมูลอื่น ๆ ที่เกี่ยวข้องเข้าสู่ระบบ LMS ที่พัฒนาปรับปรุงใหม่
- ออกแบบและพัฒนาระบบให้สอดคล้องตามหลักการด้านวิศวกรรมสำหรับพัฒนาระบบสารสนเทศอย่างมั่นคงปลอดภัย (System Security Engineering Principle) และตามกฎหมายที่เกี่ยวข้อง
ผู้รับจ้างต้องพัฒนาระบบให้สอดคล้องกับ พ.ร.บ. คุ้มครองข้อมูลส่วนบุคคล พ.ศ. 2562 ในการจัดเก็บข้อมูลผู้ขอรับและผู้รับใบอนุญาต
This project aims to develop the database and regulatory system for telecommunications licensees, Phase 2. The main objective is to improve the efficiency and enhance the functionality of the LMS (Licensing Management System) to fully support current situations.
The scope of work includes:
- Studying and reviewing the needs assessment data, system design documents, and scope of work of LMS Phase 1 to summarize the system development requirements and prepare a System Requirement Specification (SRS) document.
- Developing a detailed implementation plan for each step.
- Developing and improving the LMS system as designed.
- Transferring data and migrating the functions of the telecommunications license fee payment system (E-licensing Payment system) and other related data to the newly developed LMS system.
- Designing and developing the system in accordance with the System Security Engineering Principle and relevant laws.
The contractor must develop the system in accordance with the Personal Data Protection Act B.E. 2562 (2019) for the storage of applicant and licensee data.
