โครงการนี้มีวัตถุประสงค์หลักเพื่อต่ออายุลิขสิทธิ์ซอฟต์แวร์ที่สำนักงานคณะกรรมการอาหารและยา (อย.) ใช้งานอยู่ เพื่อสนับสนุนการดำเนินงานตามนโยบายประเทศไทย 4.0 และแผนพัฒนารัฐบาลดิจิทัล โดยเฉพาะอย่างยิ่งการพัฒนาระบบ e-Submission สำหรับผลิตภัณฑ์สุขภาพ ซึ่งช่วยลดค่าใช้จ่ายและเพิ่มความรวดเร็วในการพิจารณาคำขออนุญาต
ขอบเขตงานประกอบด้วยการต่ออายุลิขสิทธิ์สำหรับ:
- อุปกรณ์ควบคุมและตรวจจับการบุกรุกบนเครือข่าย Network Access Control (Forescout CT2000) รวมถึงบริการด้านเทคนิค (ActiveCare Basic)
- ซอฟต์แวร์สำหรับการรับส่งข้อมูล ebXML (Axway B2Bi Entry Level) เพื่อให้สามารถรับส่งเอกสารอิเล็กทรอนิกส์ได้อย่างต่อเนื่อง
ผู้ที่สนใจเข้าร่วมการเสนอราคาจะต้องมีคุณสมบัติตามที่กำหนดไว้ เช่น ความสามารถทางกฎหมาย, ไม่เป็นบุคคลล้มละลาย, และมีประสบการณ์ในการขายและติดตั้งอุปกรณ์คอมพิวเตอร์ที่เกี่ยวข้อง นอกจากนี้ จะต้องยื่นเอกสารเปรียบเทียบข้อกำหนดขอบเขตงาน (TOR) กับข้อเสนอของตนเอง เพื่อแสดงให้เห็นว่าสามารถปฏิบัติตามข้อกำหนดได้
The primary objective of this project is to renew software licenses used by the Thai Food and Drug Administration (FDA) to support operations in line with Thailand 4.0 policy and the Digital Government Development Plan, particularly the e-Submission system for health products, reducing costs and expediting application processing.
The scope of work includes license renewal for:
- Network Access Control (Forescout CT2000) intrusion detection and prevention equipment, including ActiveCare Basic technical support services.
- ebXML data exchange software (Axway B2Bi Entry Level) for continuous electronic document transmission.
Interested bidders must meet specified qualifications, such as legal capacity, not being bankrupt, and experience in selling and installing relevant computer equipment. Additionally, they must submit a comparison document of the Terms of Reference (TOR) scope of work with their proposal to demonstrate compliance.
