โครงการนี้มีวัตถุประสงค์หลักเพื่อปรับปรุงระบบ e-Report ของกรมการค้าต่างประเทศ ให้สามารถรองรับหลักเกณฑ์การบริหารการนําเข้า - ส่งออกสินค้าเกษตรตามพันธกรณีความตกลงระหว่างประเทศได้อย่างมีประสิทธิภาพ โดยจะมีการเชื่อมโยงข้อมูลกับระบบงานลงทะเบียนผู้ประกอบการ (SMART-I) ที่พัฒนาขึ้นใหม่ รวมถึงการเชื่อมโยงข้อมูลหนังสือรับรองแสดงการได้รับสิทธิชําระภาษีตามพันธกรณีความตกลงระหว่างประเทศ และใบอนุญาตนําเข้า - ส่งออกสินค้า นอกจากนี้ จะมีการพัฒนาระบบให้รองรับกรอบความตกลงระหว่างประเทศที่ประเทศไทยได้เจรจาจัดทําเพิ่มขึ้น และเพิ่มขีดความสามารถในการรองรับการเปลี่ยนแปลงพิกัดภาษีศุลกากร ระบบจะต้องสามารถตรวจสอบข้อมูลใบอนุญาต/หนังสือรับรองฯ และแจ้งเตือนไปยังระบบ SMART-I ในกรณีที่ผู้ประกอบการไม่รายงานการนําเข้า - ส่งออกภายในระยะเวลาที่กําหนด รวมถึงแจ้งเตือนเมื่อผู้ประกอบการได้รายงานครบถ้วนแล้ว การปรับปรุงการประมวลผลข้อมูลรายงานการนําเข้า - ส่งออกสินค้าให้ถูกต้องและสามารถเลือกประมวลผลข้อมูลแบบเฉพาะเจาะจงได้ก็เป็นส่วนหนึ่งของโครงการนี้
The main objective of this project is to improve the e-Report system of the Department of Foreign Trade to efficiently support the administration of import-export of agricultural products under international agreements. This includes data integration with the newly developed SMART-I business registration system, as well as data integration of certificates of eligibility for preferential tariff rates under international agreements and import-export licenses. The system will also be developed to support additional international frameworks negotiated by Thailand and increase the ability to accommodate changes in customs tariff codes. The system must be able to check license/certificate information and notify the SMART-I system if the operator fails to report the import-export within the specified time. Improving the processing of import-export report data to be accurate and able to select specific data processing is also part of this project.
