การไฟฟ้านครหลวง (กฟน.) เปิดประกวดราคาอิเล็กทรอนิกส์ (e-bidding) เพื่อจัดซื้อระบบการบริหารจัดการก๊าซเรือนกระจก (Greenhouse Gas Management System) จำนวน 1 ระบบ ภายใต้โครงการสนับสนุนการขับเคลื่อนองค์กรสู่เป้าหมายความเป็นกลางทางคาร์บอน (Carbon Neutrality) ภายในปี 2593 และการปล่อยก๊าซเรือนกระจกสุทธิเป็นศูนย์ (Net Zero Emission) ภายในปี 2608
วัตถุประสงค์หลักของโครงการคือการพัฒนาระบบสารสนเทศเพื่อใช้เป็นเครื่องมือช่วยคำนวณปริมาณการปล่อยก๊าซเรือนกระจกตามมาตรฐานการประเมินคาร์บอนฟุตพริ้นท์ขององค์กร (Carbon Footprint for Organization: CFO) ของ อบก. สร้างฐานข้อมูลบัญชีรายการก๊าซเรือนกระจก (Greenhouse Gas Inventory) ของ กฟน. และรวบรวมสรุปข้อมูลการปล่อยก๊าซสำหรับที่ทำการและหน่วยงานต่างๆ ระบบนี้จะสนับสนุนการวัดประสิทธิภาพเชิงนิเวศเศรษฐกิจ (Eco-Efficiency) และเป็นฐานข้อมูลสำหรับการพัฒนาธุรกิจใหม่ในอนาคต
ขอบเขตงานครอบคลุมการวิเคราะห์ความต้องการ ออกแบบและพัฒนาระบบ ติดตั้งระบบบน Virtual Server ของ กฟน. ดำเนินการนำเข้าข้อมูลก๊าซเรือนกระจกย้อนหลังอย่างครบถ้วน เชื่อมโยงระบบกับระบบสารสนเทศอื่นของ กฟน. และจัดฝึกอบรมผู้ใช้งานพร้อมเอกสารคู่มือ ระบบที่นำเสนอต้องเป็น Web Application ที่รองรับ Responsive Design, ใช้งานได้บนเบราว์เซอร์หลัก, แสดงผลได้สองภาษา (ไทยและอังกฤษ) และต้องสามารถตั้งค่า/ปรับปรุงกระบวนการต่างๆ ได้โดยไม่ต้องเขียนโปรแกรมเพิ่มเติม กำหนดส่งมอบงานทั้งหมดภายใน 180 วัน นับจากวันลงนามในสัญญา
The Metropolitan Electricity Authority (MEA) is soliciting bids through electronic bidding (e-bidding) for the procurement of one Greenhouse Gas Management System. This project supports MEA’s strategic goals to achieve Carbon Neutrality by 2050 and Net Zero Emission by 2065.
The primary objective is to develop an information system tool to calculate greenhouse gas emissions based on the Carbon Footprint for Organization (CFO) standard by the Thailand Greenhouse Gas Management Organization (TGO), establish MEA’s Greenhouse Gas Inventory database, and consolidate emission data for its offices and departments. This system will support Eco-Efficiency assessment and serve as a data foundation for future business development.
The scope of work includes requirements analysis, system design and development, installation on MEA’s designated Virtual Server, comprehensive import of historical GHG data, integration with other MEA information systems, and user training with documentation. The proposed system must be a Web Application supporting Responsive Design, work on major web browsers, support bilingual display (Thai and English), and allow configuration/updates to processes like data collection and GHG calculation without additional programming. The complete project must be delivered within 180 days from the contract signing date.
