โครงการนี้มีวัตถุประสงค์เพื่อปรับปรุงผิวจราจรคอนกรีตเสริมเหล็ก (คสล.) บนถนนสายศาลายายไข่-เซียนซือ ในช่วงบริเวณสระน้ำหนองวัว หมู่ที่ 5 ตำบลหนองกะขะ อำเภอพานทอง จังหวัดชลบุรี โดยมีเป้าหมายหลักเพื่อเพิ่มความสะดวกและความปลอดภัยในการสัญจรของประชาชนในพื้นที่

ขอบเขตงานประกอบด้วย การก่อสร้างกำแพงกันดินตลอดความยาวโครงการไม่น้อยกว่า 365 เมตร, การปรับปรุงผิวจราจร คสล. กว้าง 7 เมตร ยาว 350 เมตร หนา 0.20 เมตร, การขยายไหล่ทาง คสล., การวางท่อระบายน้ำ คสล. ขนาดต่างๆ พร้อมบ่อพัก, งานตีเส้นจราจรด้วยสีเทอร์โมพลาสติก, การติดตั้ง GUARD RAIL, ป้ายจราจร, สัญญาณไฟกระพริบพลังงานแสงอาทิตย์ และเนินชะลอความเร็วแอสฟัลท์ติก รวมถึงงานปลูกต้นไม้และงานเบ็ดเตล็ดอื่นๆ

ผู้รับจ้างจะต้องดำเนินการก่อสร้างตามมาตรฐานที่กรมทางหลวง, กรมทางหลวงชนบท, กรมโยธาธิการและผังเมือง, และวิศวกรรมสถานแห่งประเทศไทยกำหนด โดยจะต้องใช้วัสดุที่ผลิตภายในประเทศไม่น้อยกว่าร้อยละ 60 และเหล็กที่ผลิตภายในประเทศไม่น้อยกว่าร้อยละ 90 ของปริมาณที่ใช้ทั้งหมด

การพิจารณาผลการประกวดราคาจะพิจารณาจากคุณสมบัติของผู้เสนอราคา, ราคาที่เสนอ, และแผนงานที่นำเสนอ โดยคณะกรรมการตรวจรับพัสดุมีอำนาจในการพิจารณาตัดลดงานได้ตามความเหมาะสม โดยถือผลประโยชน์ของทางราชการเป็นสำคัญ

This project aims to improve the concrete pavement (reinforced concrete) on Salayai Khai - Sian Sue Road, specifically in the Nong Wua Pond area, Moo 5, Nong Kakhak Subdistrict, Phan Thong District, Chonburi Province. The main objective is to enhance the convenience and safety of transportation for the local community.

The scope of work includes the construction of retaining walls along the project length for at least 365 meters, improvement of the concrete pavement with a width of 7 meters, a length of 350 meters, and a thickness of 0.20 meters, expansion of concrete shoulders, installation of various sizes of concrete drain pipes with manholes, thermoplastic road markings, GUARD RAIL installation, traffic signs, solar-powered flashing lights, and asphalt speed bumps. Additionally, it includes tree planting and other miscellaneous tasks.

The contractor must carry out the construction in accordance with the standards set by the Department of Highways, Department of Rural Roads, Department of Public Works and Town & Country Planning, and the Engineering Institute of Thailand. They must use domestically produced materials for at least 60% of the total value and domestically produced steel for at least 90% of the total quantity used.

The evaluation of bids will consider the bidder’s qualifications, the proposed price, and the submitted work plan. The inspection committee has the authority to adjust the scope of work as appropriate, prioritizing the government’s interests.
