รายละเอียดการจ้าง
โครงการนี้มีเป้าหมายหลักในการจัดหาระบบบริหารจัดการและคุ้มครองข้อมูลส่วนบุคคลที่มีประสิทธิภาพ เพื่อให้สอดคล้องกับมาตรฐานสากล เช่น GDPR (General Data Protection Regulation) ซึ่งจะช่วยให้การดำเนินงานของมหาวิทยาลัยราชภัฏเทพสตรีเป็นไปตามมาตรฐานทั้งในระดับประเทศและระดับนานาชาติ การมีระบบดังกล่าวจะช่วยลดความเสี่ยงในการถูกฟ้องร้อง การปรับค่าเสียหาย และความเสื่อมเสียชื่อเสียงที่อาจเกิดขึ้นจากการละเมิดความเป็นส่วนตัวของข้อมูล
ขอบเขตของงานประกอบด้วยการจัดหาระบบที่สามารถทำงานร่วมกับระบบคอมพิวเตอร์และเครือข่ายที่มีอยู่เดิมของมหาวิทยาลัยฯ และสามารถรองรับการขยายงานในอนาคตได้อย่างมีประสิทธิภาพ ระบบต้องรองรับเนื้อหาทั้งภาษาไทยและภาษาอังกฤษ และครอบคลุมการใช้งานอย่างน้อยดังนี้: ระบบการจัดการเว็บไซต์ คุกกี้ และขอความยินยอม (Website Cookie Blocking & Consent Management หรือ Cookie Consent) สำหรับเว็บไซต์อย่างน้อย 5 เว็บไซต์ และระบบการบริหารจัดการความยินยอมของเจ้าของข้อมูลส่วนบุคคล (Explicit Consent Management หรือ E-Consent) สำหรับ E-Service จำนวนไม่น้อยกว่าที่กำหนด
ผู้เสนอราคาจะต้องมีคุณสมบัติเป็นนิติบุคคลที่จดทะเบียนในประเทศไทย ประกอบธุรกิจเกี่ยวกับการขายระบบคอมพิวเตอร์หรือระบบเครือข่ายคอมพิวเตอร์ และมีบุคลากรที่มีความชำนาญและประสบการณ์ด้านเทคนิคที่เกี่ยวข้อง พร้อมทั้งมีผลงานการติดตั้งระบบคอมพิวเตอร์หรือระบบเครือข่ายที่มีมูลค่าไม่น้อยกว่าราคากลางของโครงการ
This project aims to procure a personal data management and protection system that complies with international standards (such as GDPR) to cover operations at both national and international levels. This system will reduce the risk of lawsuits and damages from privacy breaches. The system must be compatible with the existing computer and network systems of Thepsatri Rajabhat University and support future expansion, including Thai and English content.
The scope of work includes providing a system that can work with the university’s existing computer and network systems and efficiently support future expansion. The system must support both Thai and English content and cover at least the following uses: Website Cookie Blocking & Consent Management (or Cookie Consent) for at least 5 websites and Explicit Consent Management (or E-Consent) for a specified number of E-Services.
Bidders must be legal entities registered in Thailand, engaged in the sale of computer systems or computer network systems, and have technically skilled and experienced personnel. They must also have a track record of installing computer systems or network systems with a value not less than the median price of the project.
