องค์การบริหารส่วนตําบลเชียงหวาง อําเภอเพ็ญ จังหวัดอุดรธานี มีความประสงค์ที่จะจัดซื้อรถบรรทุกขยะ ขนาด 6 ตัน 6 ล้อ ปริมาตรกระบอกสูบไม่ต่ํากว่า 5,000 ซีซี หรือกําลังเครื่องยนต์สูงสุดไม่ต่ํากว่า ๑๗๐ กิโลวัตต์ จํานวน 1 คัน เพื่อแก้ไขปัญหาขยะตกค้างเนื่องจากรถบรรทุกขยะไม่เพียงพอต่อการจัดเก็บขยะมูลฝอยให้ทันต่อความต้องการของหมู่บ้านทั้ง 21 หมู่บ้าน ลดปัญหาการร้องเรียน และบําบัดความเดือดร้อนของประชาชน

วัตถุประสงค์หลักของการจัดซื้อครั้งนี้คือเพื่อเพิ่มประสิทธิภาพการปฏิบัติงานราชการและให้ได้พัสดุที่ตรงตามความต้องการ สามารถใช้งานได้อย่างมีประสิทธิภาพ เกิดความคุ้มค่า และเหมาะสมกับงบประมาณที่ได้รับจัดสรร

ผู้ยื่นข้อเสนอจะต้องมีคุณสมบัติตามที่กฎหมายกำหนด ไม่เป็นบุคคลล้มละลาย ไม่อยู่ระหว่างเลิกกิจการ ไม่ถูกระงับการยื่นข้อเสนอหรือทำสัญญากับหน่วยงานของรัฐ และมีคุณสมบัติอื่นๆ ตามที่คณะกรรมการนโยบายการจัดซื้อจัดจ้างและการบริหารพัสดุภาครัฐกำหนด โดยผู้ชนะการเสนอราคาจะต้องส่งมอบรถบรรทุกขยะภายใน 90 วันนับแต่วันลงนามในสัญญา

Chiang Wang Sub-district Administrative Organization, Phen District, Udon Thani Province, intends to purchase one 6-ton, 6-wheeled garbage truck with a cylinder volume of at least 5,000 cc or a maximum engine power of at least 170 kilowatts. This is to address the problem of accumulated garbage due to insufficient garbage trucks for timely collection in all 21 villages, reduce complaints, and alleviate public grievances.

The main objective of this procurement is to increase the efficiency of government operations and to obtain supplies that meet the needs, are efficient to use, cost-effective, and appropriate to the allocated budget.

Bidders must meet the legally defined qualifications, not be bankrupt, not be in the process of liquidation, not be suspended from submitting proposals or contracting with government agencies, and have other qualifications as defined by the Government Procurement and Supplies Administration Policy Committee. The winning bidder must deliver the garbage truck within 90 days from the date of signing the contract.
