The objectives are to obtain a high-quality building, select a capable contractor, and maximize benefits for the government, with an emphasis on cost-effectiveness.

The scope of work includes architectural, structural engineering, electrical engineering, and sanitary engineering aspects. The contractor is responsible for submitting a construction plan, managing safety, maintaining cleanliness, and using domestically produced materials for at least 50% of the project, with at least 90% of the steel used being domestically produced.

Additionally, the contractor must submit documents such as the consent of the supervisor, create a project sign, and attend regular construction meetings.

The project duration is 450 days from the contract signing date.
