เอกสารนี้สรุปคุณลักษณะเฉพาะของสิ่งอุปกรณ์ชั่วคราว 2 รายการ ได้แก่ เครื่องคอมพิวเตอร์สำหรับงานประมวลผล แบบที่ 1 และชุดโปรแกรมระบบปฏิบัติการสำหรับเครื่องคอมพิวเตอร์และเครื่องคอมพิวเตอร์โน้ตบุ๊ก
สำหรับเครื่องคอมพิวเตอร์ ต้องมีวัตถุประสงค์ในการใช้งานเพื่อการประมวลผลข้อมูลทั้งภาษาไทยและภาษาอังกฤษ โดยมีคุณลักษณะทางเทคนิคเป็นไปตามเกณฑ์ราคากลางและคุณลักษณะพื้นฐานของกระทรวงดิจิทัลเพื่อเศรษฐกิจและสังคม ฉบับเดือนมีนาคม 2566 หรือฉบับที่มีผลบังคับใช้ล่าสุด ต้องสามารถใช้งานแบบตั้งโต๊ะได้ บรรจุในหีบห่อที่แข็งแรง และได้รับการรับรองมาตรฐาน Energy Star รวมถึงมี EPEAT Rating ระดับ Bronze ขึ้นไป
สำหรับชุดโปรแกรมระบบปฏิบัติการ ต้องเป็นไปตามเกณฑ์ราคากลางและคุณลักษณะเฉพาะพื้นฐานครุภัณฑ์คอมพิวเตอร์ของกระทรวงดิจิทัลฯ ฉบับเดือนมีนาคม พ.ศ. 2566 หรือฉบับที่มีการปรับปรุงล่าสุด ต้องเป็นชุดโปรแกรมระบบปฏิบัติการสำหรับเครื่องคอมพิวเตอร์และเครื่องคอมพิวเตอร์โน้ตบุ๊ก แบบสิทธิการใช้งานประเภทติดตั้งมาจากโรงงาน (OEM) ที่มีลิขสิทธิ์ถูกต้องตามกฎหมาย และมีหนังสือคู่มือการใช้งานเป็นภาษาไทยและภาษาอังกฤษ
