สำนักงานอุตสาหกรรมจังหวัดราชบุรี มีความประสงค์จะเช่ารถยนต์บรรทุกดีเซล (รถกระบะ) ขนาด 1 ตัน พร้อมพนักงานขับรถยนต์ จำนวน 1 คัน เพื่อใช้ในราชการของสำนักงานฯ เป็นระยะเวลา 60 เดือน (1 เมษายน 2568 - 31 มีนาคม 2573) วงเงินงบประมาณ 1,449,600 บาท โดยมีวัตถุประสงค์เพื่อให้มีรถยนต์พร้อมใช้งานในการปฏิบัติภารกิจของหน่วยงาน

ผู้เสนอราคาต้องมีคุณสมบัติตามที่กำหนด เช่น มีความสามารถตามกฎหมาย ไม่เป็นบุคคลล้มละลาย และต้องมีกรรมสิทธิ์หรือสิทธิการครอบครองรถยนต์โดยถูกต้องตามกฎหมาย

รถยนต์ที่ให้เช่าต้องมีคุณสมบัติเฉพาะตามที่กำหนด เช่น เป็นรถยนต์ใหม่ เครื่องยนต์ดีเซลขนาดไม่ต่ำกว่า 2,400 ซีซี หรือกำลังเครื่องยนต์ไม่ต่ำกว่า 110 กิโลวัตต์ ขับเคลื่อน 2 ล้อ แบบดับเบิ้ลแค็บ มีอุปกรณ์และระบบต่างๆ ตามมาตรฐานผู้ผลิต และต้องติดตั้งอุปกรณ์เพิ่มเติม เช่น ฟิล์มกรองแสง กล้องบันทึกภาพหน้า-หลัง ระบบนำทาง Navigator และผ้าใบคลุมกระบะ

ผู้ให้เช่าต้องมีเงื่อนไขในการให้บริการ เช่น จัดทำประกันภัยชั้น 1 จัดหารถทดแทนกรณีรถเสีย และรับผิดชอบค่าใช้จ่ายในการบำรุงรักษา

นอกจากนี้ ผู้ให้เช่าต้องจัดหาพนักงานขับรถยนต์ที่มีคุณสมบัติตามที่กำหนด และปฏิบัติตามเงื่อนไขที่เกี่ยวข้อง เช่น การแต่งกาย การลงเวลาปฏิบัติงาน และความรู้เกี่ยวกับกฎหมายจราจร

การพิจารณาคัดเลือกข้อเสนอจะใช้วิธีประกวดราคาอิเล็กทรอนิกส์ (e-bidding) โดยใช้เกณฑ์ราคา

The Ratchaburi Provincial Industry Office intends to rent a 1-ton diesel pickup truck with a driver for official use for a period of 60 months (April 1, 2025 - March 31, 2030) with a budget of 1,449,600 baht. The objective is to have a vehicle ready for use in the agency’s missions.

Bidders must meet the specified qualifications, such as legal capacity, not being bankrupt, and having legal ownership or possession of the vehicle.

The rented vehicle must have specific characteristics as specified, such as being a new car, a diesel engine with a size of not less than 2,400 cc or an engine power of not less than 110 kilowatts, 2-wheel drive, double cab, with equipment and systems according to the manufacturer’s standards, and must install additional equipment such as sun film, front-rear camera, Navigator and canvas cover.

The lessor must have service conditions such as providing first-class insurance, providing replacement vehicles in case of car failure, and being responsible for maintenance costs.

In addition, the lessor must provide a qualified driver and comply with related conditions such as dress code, working hours, and knowledge of traffic laws.

The selection of proposals will be based on an electronic bidding (e-bidding) method using price criteria.
