Summary of bidder qualifications for government procurement projects: Bidders submitting proposals in the form of a “joint venture” must meet the conditions specified in the TOR. A key condition is that if the agreement between the joint venture members designates one member as the primary member, the agreement must specify the proportion of duties and responsibilities in the volume of work, goods, or contract value of the primary joint venture member to be greater than all other members. In addition, the joint venture must use the performance of the primary joint venture member alone as the performance of the joint venture submitting the proposal. For agreements that do not designate any member as the primary joint venture member, all joint venture members must be fully qualified according to the conditions specified in the invitation documents.

All bidders must register in the Electronic Government Procurement (e-GP) system of the Comptroller General’s Department and must have a net worth of the business in accordance with the letter of the Committee on Adjudication of Procurement Problems and Public Procurement Administration. Details regarding the net worth of the business vary according to the form of the bidder (a legal entity established under Thai law that has been registered for more than 1 year or has not yet reported financial statements) and the different procurement values.
