โรงพยาบาลวิเชียรบุรี จังหวัดเพชรบูรณ์ มีความประสงค์จะจัดซื้อเข็มให้น้ำเกลือและสารละลายทางหลอดเลือดดำ (Medicut) เบอร์ ๑๖, ๑๘, ๒๐, ๒๒ และ ๒๔ จำนวน ๗๑,๓๕๐ ชิ้น เพื่อใช้ในการรักษาพยาบาลผู้ป่วย งบประมาณในการจัดซื้อครั้งนี้คือ ๖๓๘,๕๔๒.๕๐ บาท คุณสมบัติทั่วไปของพัสดุคือเป็นเข็มและท่อต่อทางเส้นเลือดดำสำหรับให้ยา สารละลาย หรือของเหลว
ผู้ยื่นข้อเสนอต้องมีคุณสมบัติตามกฎหมาย ไม่เป็นบุคคลล้มละลาย ไม่อยู่ระหว่างเลิกกิจการ ไม่ถูกระงับการยื่นข้อเสนอ และไม่มีผลประโยชน์ร่วมกันกับผู้ยื่นข้อเสนอรายอื่น นอกจากนี้ ต้องเป็นนิติบุคคลที่มีอาชีพขายพัสดุที่ประกวดราคาอิเล็กทรอนิกส์ และต้องลงทะเบียนในระบบจัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์ (e-GP) ของกรมบัญชีกลาง
คุณสมบัติเฉพาะของเข็มและ Medicut คือ เข็มทำจาก Stainless Steel (Medical Grade) ปลายเข็มเป็นแบบ Double Bevel Tri Lancet Point หรือ back-cut เคลือบซิลิโคน และเป็นชนิด Non-Radiopaque/Etfe Medicut ทำจากพลาสติกสังเคราะห์ มีลักษณะเป็นท่อบางใส เคลือบซิลิโคน มีหัวต่อใส มีสีระบุตามมาตรฐาน ISO และต้องบรรจุอยู่ในบรรจุภัณฑ์ที่ปราศจากเชื้อ มี Lot No. และวันหมดอายุชัดเจน
เกณฑ์ในการพิจารณาคัดเลือกใช้เกณฑ์ราคาประกอบเกณฑ์อื่น โดยพิจารณาจากคุณภาพ (ร้อยละ ๖๐) และราคา (ร้อยละ ๔๐) ผู้ยื่นข้อเสนอต้องนำเสนอเอกสารรายละเอียดข้อเสนอด้านคุณภาพตามกรอบที่โรงพยาบาลวิเชียรบุกำหนดอย่างครบถ้วนทุกประเด็น พร้อมกับการยื่นข้อเสนอราคาในระบบ e-bidding

Bidders must meet legal qualifications, not be bankrupt, not be in the process of liquidation, not be suspended from submitting bids, and have no conflict of interest with other bidders.
