รายละเอียดการจ้าง
โครงการนี้มีวัตถุประสงค์เพื่อจัดซื้อรถพยาบาลฉุกเฉิน (รถกระบะ) ตามบัญชีราคามาตรฐานครุภัณฑ์ ธันวาคม 2567 โดยมีคุณลักษณะโดยสังเขปดังนี้ เครื่องยนต์ดีเซล 4 สูบ พร้อมอุปกรณ์ตามมาตรฐาน, ประตูด้านหลังสำหรับยกเตียงผู้ป่วย, ตู้เก็บก๊าซไม่น้อยกว่า 2 ท่อ, ที่จัดเก็บอุปกรณ์การแพทย์ที่เป็นสัดส่วน, วิทยุคมนาคม VHF/FM, เครื่องสัญญาณไฟฉุกเฉินพร้อมเครื่องขยายเสียง, และอุปกรณ์การแพทย์ประกอบ (เตียงนอนโลหะผสม, ชุดช่วยหายใจ, เครื่องดูดของเหลว, เครื่องวัดความดันโลหิต, ชุดป้องกันกระดูกคอเคลื่อน, ชุดเฝือกดามแขนขา, ชุดให้ออกซิเจน, อุปกรณ์ดามหลัง, เก้าอี้เคลื่อนย้ายผู้ป่วย, ครอบหลังคาทรงสูงพร้อมเครื่องปรับอากาศ, Long Spinal Board, โคมไฟสปอตไลท์, อุปกรณ์ควบคุมสถานการณ์)
ผู้ยื่นข้อเสนอต้องลงทะเบียนในระบบจัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์ (e-GP) ของกรมบัญชีกลาง และต้องไม่อยู่ในฐานะเป็นผู้ไม่แสดงบัญชีรายรับรายจ่าย หรือแสดงบัญชีรายรับรายจ่ายไม่ถูกต้องครบถ้วนตามที่คณะกรรมการ ป.ป.ช. กำหนด
นอกจากนี้ รถพยาบาลฉุกเฉินต้องเป็นไปตามประกาศสถาบันการแพทย์ฉุกเฉินแห่งชาติ เรื่อง เกณฑ์ วิธีการ และแนวทางการรับรองมาตรฐานรถบริการการแพทย์ฉุกเฉิน พ.ศ. ๒๕๖๔ และคู่มือแนวทางปฏิบัติการรับรองรถบริการการฉุกเฉิน พ.ศ. ๒๕๖๔ ของสถาบันการแพทย์ฉุกเฉินแห่งชาติ ในส่วนที่ ๑ เครื่องมือและอุปกรณ์การแพทย์, ส่วนที่ ๒ เครื่องมือและอุปกรณ์สนับสนุนการปฏิบัติการฉุกเฉินของรถบริการการการแพทย์ฉุกเฉิน และส่วนที่ ๓ ส่วนประกอบด้านรถหรือยานพาหนะ (ด้านโครงสร้างความปลอดภัย)
The objective of this project is to procure an ambulance (pickup truck) according to the standard equipment price list for December 2024. The ambulance should have specifications such as a 4-cylinder diesel engine with standard equipment, rear doors for patient bed access, a cabinet for at least 2 gas cylinders, organized medical equipment storage, VHF/FM radio communication, emergency lights with a siren, and medical equipment (metal alloy bed, manual resuscitator, suction unit, sphygmomanometer, cervical collar, splint set, oxygen set, back support, foldable patient transfer chair, high roof with air conditioning, Long Spinal Board, spotlight, situation control equipment).
Bidders must register in the government’s electronic procurement system (e-GP) of the Comptroller General’s Department and must not be in a position of not submitting income and expense accounts or submitting incorrect income and expense accounts as specified by the NACC.
In addition, the ambulance must comply with the National Institute for Emergency Medicine’s announcement regarding the criteria, methods, and guidelines for certifying emergency medical service vehicles B.E. 2564 (2021) and the manual for certifying emergency medical service vehicles B.E. 2564 (2021) of the National Institute for Emergency Medicine, Part 1 Medical Instruments and Equipment, Part 2 Emergency Operation Support Instruments and Equipment for Emergency Medical Service Vehicles, and Part 3 Vehicle Components (Safety Structure).
