โครงการนี้มีวัตถุประสงค์เพื่อก่อสร้างอาคารเอนกประสงค์ขององค์การบริหารส่วนตำบล (อบต.) โคกสะอาด โดยมีการแต่งตั้งคณะกรรมการเพื่อจัดทำรูปแบบรายการงานก่อสร้างและพิจารณาค่า K ให้เป็นไปตามระเบียบกระทรวงการคลังว่าด้วยการจัดซื้อจัดจ้างและการบริหารพัสดุภาครัฐ พ.ศ. 2560 รวมถึงหนังสือกรมบัญชีกลางและมติคณะรัฐมนตรีที่เกี่ยวข้อง คณะกรรมการได้พิจารณาแบบแปลนโครงการ, แบบที่ตั้งโครงการ, ปริมาณงาน, และรายการประกอบแบบแปลน ตลอดจนกำหนดสูตรคำนวณค่า K สำหรับงานอาคาร (งานดินถม ดินตัก บริเวณทางเข้ารอบอาคาร) โดยใช้สูตร K = ๐.๓๕+๐.๑๐ct/co+๐.๔๕Mt/Mo+๐.๑๐st/so เพื่อใช้ในการปรับราคาตามสัญญาแบบปรับราคาได้ การพิจารณาทั้งหมดนี้มีเป้าหมายเพื่อให้การดำเนินโครงการเป็นไปอย่างโปร่งใสและถูกต้องตามกฎหมาย
This project aims to construct a multipurpose building for the Kok Sa-at Sub-district Administration Organization (SAO). A committee was appointed to develop the construction work list and consider the K-factor in accordance with the regulations of the Ministry of Finance regarding government procurement and supplies management, B.E. 2560 (2017), as well as related letters from the Comptroller General’s Department and cabinet resolutions. The committee reviewed the project blueprints, location plan, work quantities, and bill of quantities, and determined the formula for calculating the K-factor for building work (earth filling and excavation around the building entrance), using the formula K = 0.35+0.10ct/co+0.45Mt/Mo+0.10st/so for price adjustments under the adjustable-price contract. All these considerations aim to ensure that the project is carried out transparently and in compliance with the law.
