รายละเอียดการจ้าง
โครงการนี้เป็นการจัดซื้อครุภัณฑ์ยานพาหนะและขนส่ง ประเภทรถบรรทุก (ดีเซล) ขนาด 6 ตัน 6 ล้อ ปริมาตรกระบอกสูบไม่ต่ํากว่า 5,000 ซีซีหรือกําลังเครื่องยนต์ สูงสุดไม่ต่ํากว่า ๑๗๐ กิโลวัตต์ แบบกระบะเหล็ก จำนวน ๑ คัน สำหรับศูนย์เมล็ดพันธุ์ข้าวสกลนคร มีวัตถุประสงค์เพื่อใช้ในการปฏิบัติภารกิจ รับ-ส่ง เมล็ดพันธุ์หลักและอื่นๆ ในกระบวนการผลิตเมล็ดพันธุ์ข้าว
ขอบเขตงานรวมถึงการจัดหารถบรรทุกที่มีคุณสมบัติตามที่กำหนดในรายละเอียดคุณลักษณะเฉพาะ เช่น เครื่องยนต์ดีเซล 5 สูบ 4 จังหวะ, กระบะเหล็กผลิตจากโรงงานที่ได้รับการรับรองระบบมาตรฐาน ISO ๙๐๐๑ : ๒๐๑๕, และอุปกรณ์อื่นๆ ตามมาตรฐาน
ผู้ยื่นข้อเสนอต้องมีคุณสมบัติตามกฎหมาย ไม่เป็นผู้มีผลประโยชน์ร่วมกันกับผู้ยื่นข้อเสนอรายอื่น และต้องลงทะเบียนในระบบจัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์ (Electronic Government Procurement e - GP) ของกรมบัญชีกลาง นอกจากนี้ ผู้ยื่นข้อเสนอจะต้องได้รับการแต่งตั้งให้เป็นตัวแทนจําหน่ายจากผู้ผลิต และต้องมีมูลค่าสุทธิของกิจการตามที่กำหนด
การพิจารณาคัดเลือกข้อเสนอจะใช้เกณฑ์ราคา โดยมีหลักเกณฑ์และสิทธิ์ในการพิจารณาเพิ่มเติมสำหรับผู้ประกอบการ SMEs และผู้ที่เสนอพัสดุที่ได้รับการรับรองและออกเครื่องหมายสินค้าที่ผลิตภายในประเทศไทย (Made in Thailand)
ผู้ขายจะต้องรับประกันคุณภาพเป็นระยะเวลาไม่น้อยกว่า 5 ปี และต้องส่งมอบพัสดุภายใน 120 วัน นับถัดจากวันลงนามในสัญญาซื้อขาย
This project aims to procure one 6-ton, 6-wheel diesel truck with an engine displacement of at least 5,000 cc or a maximum engine power of at least 170 kilowatts, with a steel body. The truck will be used for transporting rice seeds and performing other tasks for the Sakon Nakhon Rice Seed Center.
The scope of work includes supplying a truck that meets the specifications outlined in the TOR, such as a 5-cylinder, 4-stroke diesel engine, a steel body manufactured by an ISO 9001:2015 certified factory, and other standard equipment.
Bidders must meet the legal qualifications, not have conflicts of interest with other bidders, and be registered in the government’s electronic procurement system (e-GP) of the Comptroller General’s Department. Bidders must be appointed as distributors by the manufacturer and have the required net worth.
The selection of bids will be based on price, with additional criteria for SMEs and those offering products certified as Made in Thailand.
The seller must provide a warranty of at least 5 years and deliver the goods within 120 days from the signing of the sales contract.
