โครงการนี้เป็นการจัดซื้อหูฟังสําหรับการปฏิบัติการทางยุทธวิธีของกรมสอบสวนคดีพิเศษ จํานวน 36 ชุด เพื่อสนับสนุนการปฏิบัติภารกิจของเจ้าหน้าที่ชุดปฏิบัติการพิเศษในการตรวจค้น จับกุม และรักษาความปลอดภัย โดยมีวัตถุประสงค์หลักเพื่อจัดหาหูฟังที่มีคุณสมบัติเหมาะสมสําหรับการใช้งานทางยุทธวิธี ช่วยในการติดต่อสื่อสารทางวิทยุ และลดเสียงรบกวน เพื่อปกป้องการได้ยินของเจ้าหน้าที่

ขอบเขตงานประกอบด้วยการจัดหาหูฟังที่มีคุณสมบัติเฉพาะ เช่น เป็นแบบคาดหัว (Over The Head) สีดํา มีระบบ Push-To-Talk (PTT System) และระบบป้องกันการได้ยิน (Hearing Protection) สามารถใช้ร่วมกับวิทยุสื่อสารที่ใช้ในราชการได้ มีแผ่นครอบหูที่นุ่มและไมโครบูมที่ปรับได้ ต้องได้รับการทดสอบและรับรองตามมาตรฐาน MIL-STD-810G หรือ IP68 หรือดีกว่า รวมถึงมีอุปกรณ์เสริม เช่น อะแดปเตอร์สําหรับติดตั้งกับหมวกกันกระสุน แบตเตอรี่แบบชาร์จไฟได้ และกระเป๋าใส่อุปกรณ์

ผู้ยื่นข้อเสนอจะต้องส่งมอบพัสดุทั้งหมดภายใน 180 วัน นับจากวันที่ลงนามในสัญญา โดยกรมสอบสวนคดีพิเศษจะจ่ายเงินงวดเดียวหลังจากที่ผู้ยื่นข้อเสนอได้ส่งมอบพัสดุครบถ้วนตามสัญญาและได้รับการตรวจรับเรียบร้อยแล้ว การพิจารณาคัดเลือกข้อเสนอจะใช้เกณฑ์ราคา โดยพิจารณาจากผู้ที่เสนอราคาต่ําสุดและมีคุณสมบัติถูกต้องครบถ้วน

This project involves the procurement of 36 tactical headsets for the Department of Special Investigation (DSI) to support special operations personnel in search, arrest, and security missions. The main objectives are to provide suitable headsets for tactical use, facilitate radio communication, and reduce noise to protect hearing.

The scope of work includes providing headsets with specific features such as over-the-head design in black color, Push-To-Talk (PTT) and Hearing Protection systems, compatibility with government-issued radios, soft earcup pads, and adjustable boom mics. The headsets must be tested and certified to MIL-STD-810G or IP68 standards, and include accessories such as helmet mount adapters, rechargeable batteries, and carrying cases.

The supplier must deliver all items within 180 days from the contract signing date. The DSI will make a single payment after the supplier has delivered all items in accordance with the contract and they have been inspected and accepted. The selection of the bid will be based on price, considering the lowest bid from qualified suppliers.
