โครงการนี้มีวัตถุประสงค์เพื่อจัดซื้อยา Diacerein 50 mg ชนิดแคปซูล จำนวน 777,600 เม็ด เพื่อใช้ในการรักษาพยาบาลผู้ป่วยที่มารับบริการที่โรงพยาบาลบ้านแพ้ว (องค์การมหาชน) ให้เป็นไปอย่างมีประสิทธิภาพ โดยจะดำเนินการจัดซื้อด้วยวิธีประกวดราคาอิเล็กทรอนิกส์ (e-bidding) ตามระเบียบกระทรวงการคลังว่าด้วยการจัดซื้อจัดจ้างและการบริหารพัสดุภาครัฐ พ.ศ. 2560

ผู้ยื่นข้อเสนอจะต้องมีคุณสมบัติตามที่กำหนดไว้ เช่น มีความสามารถตามกฎหมาย ไม่เป็นบุคคลล้มละลาย ไม่อยู่ระหว่างเลิกกิจการ และมีมูลค่าสุทธิของกิจการตามเกณฑ์ที่กำหนด นอกจากนี้ ยาที่เสนอจะต้องมีคุณลักษณะเฉพาะตามที่กำหนด เช่น มีฉลากและเอกสารกำกับยาที่ชัดเจน มีอายุของยาไม่น้อยกว่า 1 ปีนับจากวันส่งมอบ และมีหนังสือรับรองมาตรฐานการผลิตยา GMP และ PICs ผู้ชนะการเสนอราคาจะต้องส่งมอบยาภายใน 365 วันนับถัดจากวันลงนามในสัญญา และรับประกันความชำรุดบกพร่องของยาเป็นเวลา 1 ปี

การพิจารณาคัดเลือกข้อเสนอจะใช้หลักเกณฑ์ราคาประกอบเกณฑ์อื่น โดยจะพิจารณาให้คะแนนตามปัจจัยหลักและน้ำหนักที่กำหนด เช่น ราคา ข้อมูลการศึกษา Long term stability, ข้อมูล Bioequivalent และ/หรือ Clinical trial, ประสบการณ์การใช้ยาของโรงพยาบาล, ข้อพิจารณาเกี่ยวกับรูปแบบเภสัชภัณฑ์ และการบริการหลังการขาย

This project is a bidding for the purchase of Diacerein 50 mg capsules, totaling 777,600 tablets, for the medical treatment of patients at Banphaeo Hospital (Public Organization) through electronic bidding (e-bidding). Bidders must meet the specified qualifications and be able to deliver the medication within 365 days after signing the contract.

The purpose of this project is to procure 777,600 capsules of Diacerein 50 mg for the efficient medical treatment of patients at Banphaeo Hospital (Public Organization). The procurement will be conducted via electronic bidding (e-bidding) in accordance with the Ministry of Finance’s regulations on procurement and supply management of government agencies B.E. 2560.

Bidders must meet the specified qualifications, such as having legal capacity, not being bankrupt, not being in the process of liquidation, and having a net worth that meets the specified criteria. Additionally, the proposed medication must have specific characteristics, such as clear labeling and accompanying documents, a shelf life of at least 1 year from the date of delivery, and GMP and PICs certification. The winning bidder must deliver the medication within 365 days from the date of signing the contract and guarantee the medication’s defects for 1 year.

The selection of bids will be based on a combination of price and other criteria. Scoring will be based on key factors and assigned weights, such as price, long-term stability study data, Bioequivalent and/or Clinical trial data, the hospital’s experience with the medication, considerations regarding the pharmaceutical form, and after-sales service.
