โครงการนี้มีวัตถุประสงค์หลักเพื่อดำเนินการปรับปรุงและพัฒนาพื้นที่ของมณฑลทหารบกที่ 22 (มทบ.22) จังหวัดอุบลราชธานี โดยเน้นการซ่อมแซมอาคารและสิ่งปลูกสร้างที่สำคัญ ได้แก่ โรงหุงต้ม, เรือนแถวนายทหารชั้นประทวน, และโรงทหาร ผู้รับจ้างมีหน้าที่จัดหาวัสดุอุปกรณ์ เครื่องมือ และแรงงานช่างฝีมือที่จำเป็นทั้งหมด เพื่อให้การซ่อมแซมเป็นไปตามข้อกำหนดและแล้วเสร็จสมบูรณ์ สามารถใช้งานได้อย่างมีประสิทธิภาพ

ขอบเขตงานประกอบด้วยการซ่อมแซมในส่วนต่างๆ ของอาคารแต่ละหลัง เช่น งานหลังคา, งานฝ้าเพดาน, งานประตู-หน้าต่าง, งานระบบไฟฟ้า, งานระบบประปา, งานรางระบายน้ำ ค.ส.ล., งานซ่อมแซมพื้นที่ใช้สอยด้านหลังอาคาร และงานทาสี โดยผู้รับจ้างจะต้องดำเนินการตามคู่มือการปฏิบัติงานก่อสร้างของกองทัพบก พ.ศ. 2568 และภาคผนวกที่เกี่ยวข้อง รวมถึงการรับผิดชอบตามกำหนดอายุรับรองสภาพงานเป็นเวลา 2 ปี

โครงการนี้กำหนดให้ใช้วัสดุส่งเสริมการผลิตภายในประเทศไม่น้อยกว่าร้อยละ 60 ของวัสดุที่ใช้ในงานซ่อม โดยเฉพาะเหล็กหรือเหล็กกล้าที่เป็นพัสดุส่งเสริมภายในประเทศ ต้องมีปริมาณไม่น้อยกว่าร้อยละ 90 ของปริมาณเหล็กหรือเหล็กกล้าทั้งหมดที่ใช้ในงานซ่อม

การจ่ายเงินจะแบ่งเป็นงวด โดยงวดแรกจ่ายเมื่อซ่อมแซมโรงหุงต้มและเรือนแถวนายทหารชั้นประทวนแล้วเสร็จ และงวดสุดท้ายจ่ายเมื่อซ่อมแซมโรงทหารแล้วเสร็จ

The primary objective of this project is to renovate and develop the area of Military District 22 (MTB.22), Ubon Ratchathani Province, focusing on repairing key buildings and structures, including the cookhouse, non-commissioned officer quarters, and the barracks. The contractor is responsible for procuring all necessary materials, equipment, tools, and skilled labor to ensure the repairs are completed according to specifications and are fully functional and efficient.

The scope of work includes repairs to various parts of each building, such as roofing, ceilings, doors and windows, electrical systems, plumbing systems, concrete drainage ditches, repairs to the usable area behind the building, and painting. The contractor must operate in accordance with the construction operations manual of the Royal Thai Army, B.E. 2568 (2025), and related appendices, including responsibility for the warranty period of 2 years.

This project requires the use of materials that promote domestic production, not less than 60 percent of the materials used in the repair work. In particular, iron or steel that is a material to promote domestic production must be at least 90 percent of the total amount of iron or steel used in the repair work.

Payment will be made in installments, with the first installment paid upon completion of the cookhouse and non-commissioned officer quarters repairs, and the final installment paid upon completion of the barracks repairs.
