โครงการนี้เป็นการประกวดราคาอิเล็กทรอนิกส์ (e-bidding) เพื่อจัดซื้ออาหารสัตว์ 3 ประเภท ได้แก่ กล้วยน้ำว้าสุก-ดิบ, ผักและผลไม้, และหญ้าสด/แห้ง สำหรับสำนักงานพัฒนาพิงคนคร (องค์การมหาชน) ในช่วงวันที่ 1 เมษายน ถึง 30 กันยายน 2568 วงเงินงบประมาณสำหรับโครงการนี้คือ 6,615,917.50 บาท ผู้ยื่นข้อเสนอต้องมีคุณสมบัติตามที่กำหนดใน TOR รวมถึงต้องมีความสามารถตามกฎหมาย ไม่เป็นบุคคลล้มละลาย ไม่อยู่ระหว่างเลิกกิจการ และไม่เป็นผู้มีผลประโยชน์ร่วมกันกับผู้ยื่นข้อเสนอรายอื่น

ขอบเขตงานประกอบด้วยการจัดหาและส่งมอบอาหารสัตว์ทั้ง 3 ประเภทตามปริมาณและคุณภาพที่กำหนด ผู้ยื่นข้อเสนอจะต้องเสนอราคาต่อหน่วยของอาหารสัตว์แต่ละประเภท และต้องมีใบรับรองผลงานหรือสำเนาสัญญาในการจัดส่งอาหารสัตว์

การพิจารณาคัดเลือกข้อเสนอจะใช้หลักเกณฑ์ราคาประกอบเกณฑ์อื่น โดยพิจารณาจากราคาที่ยื่นเสนอ พื้นที่เพาะปลูกกล้วยน้ำว้า พื้นที่เพาะปลูกหญ้าสด/แห้ง พื้นที่ปลูกผักและผลไม้ และมูลค่าของวงเงินสัญญาเดิม กำหนดเวลาส่งมอบพัสดุคือ 183 วัน นับถัดจากวันลงนามในสัญญา และจะมีการจ่ายเงินเป็นจำนวน 6 งวดตามความคืบหน้าของการส่งมอบอาหารสัตว์ในแต่ละเดือน

This project is an electronic bidding (e-bidding) for the procurement of 3 types of animal feed: ripe and unripe bananas, vegetables and fruits, and fresh/dry grass for the Office of the Pingnakorn Development Agency (Public Organization) from April 1 to September 30, 2025. The budget for this project is 6,615,917.50 Baht. Bidders must meet the qualifications specified in the TOR, including legal capacity, not being bankrupt, not being in liquidation, and not having any conflicts of interest with other bidders.

The scope of work includes the supply and delivery of the 3 types of animal feed according to the specified quantities and qualities. Bidders must submit a unit price for each type of animal feed and must have a performance certificate or a copy of a contract for the delivery of animal feed.

The selection of proposals will be based on a combination of price and other criteria, considering the proposed price, banana cultivation area, fresh/dry grass cultivation area, vegetable and fruit cultivation area, and the value of previous contract amounts. The delivery period is 183 days from the date of signing the contract, and payment will be made in 6 installments based on the progress of animal feed delivery each month.
