ผู้เสนอราคาต้องมีคุณสมบัติตามที่กำหนด เช่น เป็นผู้ผลิตหรือตัวแทนจำหน่ายที่มีอาชีพขายพัสดุ, ไม่เป็นผู้ทิ้งงาน, ไม่เป็นผู้มีผลประโยชน์ร่วมกันกับผู้เสนอราคารายอื่น และต้องสามารถส่งมอบรถยนต์ดับเพลิงโฟมได้ภายใน 180 วัน

The required foam fire truck must have the specifications detailed in the TOR document, such as a new 10-wheel vehicle, a diesel engine with a capacity of at least 300 horsepower, a standard power transmission and drive system, a stainless steel water tank with a capacity of at least 12,000 liters with baffles, a sturdy and easy-to-use equipment storage cabinet, a fire pump capable of pumping at least 3,000 liters of water per minute, a foam mixing unit that can adjust the mixing ratio, a fire monitor that rotates 360 degrees, and a complete set of other firefighting equipment such as nozzles, fire hoses, lighting poles, generators, emergency lights, and radios. Bidders must meet the specified qualifications, such as being a manufacturer or distributor with a business selling supplies, not being a defaulter, not having conflicts of interest with other bidders, and being able to deliver the foam fire truck within 180 days.
