องค์การบริหารจัดการก๊าซเรือนกระจก (อบก.) ประกาศข้อกําหนดและเงื่อนไขการว่าจ้าง (TOR) โครงการ “การปรับปรุงและพัฒนาระบบทะเบียนคาร์บอนเครดิต (Thailand Carbon Credit Registry) เพื่อความสอดคล้องตามข้อกําหนด แนวปฏิบัติ และมาตรฐานสากล” โดยมีวัตถุประสงค์หลักเพื่อพัฒนาระบบทะเบียนคาร์บอนเครดิตของประเทศไทยให้สอดคล้องกับข้อกำหนดภายใต้บริบทข้อ 6 ของความตกลงปารีส, กลไก CORSIA และมาตรฐานสากลอื่นๆ รวมถึงรองรับการซื้อขาย, ถ่ายโอนคาร์บอนเครดิตระหว่างประเทศได้ โครงการนี้ครอบคลุมการปรับปรุงระบบงานเดิม, การออกแบบและพัฒนาแอปพลิเคชันสำหรับการซื้อขายคาร์บอนเครดิต, การศึกษาความเป็นไปได้ในการเชื่อมต่อกับระบบฐานข้อมูล/ระบบซื้อขายคาร์บอนเครดิตระดับสากล, และการจัดทำเอกสารต่างๆ ที่เกี่ยวข้อง เช่น คู่มือการใช้งาน, เอกสารประกอบการออกแบบและพัฒนา, และรายงานข้อเสนอแนะสำหรับการพัฒนาในระยะถัดไป ผู้เสนอราคาต้องมีคุณสมบัติครบถ้วนตามที่กำหนดใน TOR และต้องยื่นข้อเสนอทั้งด้านเทคนิคและด้านราคา ระยะเวลาดำเนินการ 210 วัน นับจากวันลงนามในสัญญา งบประมาณ 6,422,500 บาท มีการจ่ายเงินตามงวดงาน

The Greenhouse Gas Management Organization (Public Organization) (TGO) announces the Terms of Reference (TOR) for the “Improvement and Development of the Thailand Carbon Credit Registry System to Comply with Requirements, Practices, and International Standards” project. The main objectives are to develop Thailand’s carbon credit registry system to comply with the provisions of Article 6 of the Paris Agreement, the CORSIA mechanism, and other international standards, as well as to support the trading and transfer of carbon credits internationally. This project includes the improvement of the existing system, the design and development of an application for carbon credit trading, the study of the feasibility of connecting to international carbon credit databases/trading systems, and the preparation of relevant documents such as user manuals, design and development documents, and recommendations for further development. Bidders must meet the qualifications specified in the TOR and submit both technical and price proposals. The project duration is 210 days from the contract signing date, with a budget of 6,422,500 baht. Payments will be made according to the work schedule.
