โครงการนี้มีวัตถุประสงค์เพื่อจัดซื้อแผ่นสำหรับตรวจวัดปริมาณน้ำตาลในเลือด เพื่อใช้ในการตรวจวัดระดับน้ำตาลในเลือดของผู้ป่วยที่โรงพยาบาลพระปกเกล้า จังหวัดจันทบุรี โดยแผ่นตรวจดังกล่าวต้องมีคุณสมบัติทั่วไปที่สำคัญ เช่น ใช้ระบบ Biosensor ด้วยปฏิกิริยา Glucose Dehydrogenase Enzyme, วัดระดับน้ำตาลได้ในช่วง 10-500 มก./ดล. หรือมากกว่า, สามารถใช้กับเลือดจากเส้นเลือดฝอย, เส้นเลือดดำ, เส้นเลือดแดง และเลือดจากทารกแรกเกิดได้ นอกจากนี้ ต้องมีการทำ Calibrate เป็นแบบ No Coding, อ่านค่าระดับน้ำตาลได้ภายใน 5 วินาที, และต้องมีวันหมดอายุไม่น้อยกว่า 1 ปีนับจากวันตรวจรับ

นอกจากคุณสมบัติทั่วไปแล้ว ยังมีเงื่อนไขเฉพาะที่ผู้เสนอราคาต้องปฏิบัติตาม เช่น ต้องมีข้อมูลที่สามารถทวนสอบกลับไปยังสารมาตรฐาน NIST ได้, มีข้อมูลหลักฐานการแสดงการประเมินค่าความถูกต้อง (Accuracy) ตามมาตรฐาน ISO 15197:2013, และต้องส่งสินค้าตัวอย่างให้โรงพยาบาลประเมินประสิทธิภาพก่อน นอกจากนี้ ผู้ขายต้องให้ยืมเครื่องตรวจน้ำตาลในเลือดให้เพียงพอต่อการใช้งานในโรงพยาบาล, จัดหาอุปกรณ์เจาะเลือดปลายนิ้ว, ชุดทดสอบ Linearity kit และชุดทดสอบสารควบคุมคุณภาพ (QC) ให้กับโรงพยาบาลด้วย

This project aims to procure blood glucose test strips for use with glucose meters at Prapokklao Hospital, Chanthaburi Province. The test strips must have key features such as utilizing a Biosensor system with Glucose Dehydrogenase Enzyme reaction, measuring glucose levels in the range of 10-500 mg/dL or higher, being compatible with capillary, venous, arterial, and neonatal blood. Additionally, they must have a No Coding calibration system, provide readings within 5 seconds, and meet the ISO15197:2013 standard or better, including CE mark.

In addition to the general features, bidders must comply with specific conditions, such as providing traceability to NIST standards, demonstrating accuracy according to ISO 15197:2013, and submitting sample products for hospital performance evaluation. Furthermore, the vendor must provide sufficient glucose meters for hospital use, finger-pricking devices, Linearity kits, and Quality Control (QC) kits to the hospital.
