ประกาศประกวดราคาอิเล็กทรอนิกส์ (e-bidding) สำหรับการจัดซื้อยา Doxazosin ขนาด 4 มิลลิกรัม ชนิดเม็ดออกฤทธิ์นาน (prolonged-release tablet) จำนวน 390,000 เม็ด โครงการนี้มีวัตถุประสงค์เพื่อให้ผู้ป่วยได้รับการรักษาด้วยยาที่มีคุณภาพและมีประสิทธิภาพในการรักษาตามมาตรฐานทางการแพทย์ที่กำหนด
ขอบเขตงานประกอบด้วยการจัดหายา Doxazosin ที่มีคุณสมบัติตามที่ระบุในเภสัชตำรับ (Pharmacopeia) และต้องเป็นไปตามข้อกำหนดของสำนักงานคณะกรรมการอาหารและยา (อย.) ผู้เสนอราคาต้องยื่นเอกสารต่างๆ เช่น เอกสารการขึ้นทะเบียนตำรับยา, เอกสารรับรองมาตรฐานการผลิตยา (GMP หรือ PIC/S), ผลการตรวจวิเคราะห์คุณภาพยา (COA), และตัวอย่างยา
การส่งมอบยาต้องมีอายุไม่น้อยกว่า 1 ปีนับจากวันส่งมอบ และต้องมีการประกันคุณภาพยา รวมถึงการรับเปลี่ยนยาหากยาใกล้หมดอายุหรือเสื่อมสภาพก่อนกำหนด นอกจากนี้ หากยาที่เสนอไม่ใช่ยาต้นแบบ (original drugs) จะต้องมีเอกสารผลการศึกษา bioequivalence เปรียบเทียบกับยาต้นแบบ
เกณฑ์การพิจารณาคัดเลือกข้อเสนอจะใช้เกณฑ์การประเมินค่าประสิทธิภาพต่อราคา (Price Performance) โดยพิจารณาทั้งด้านราคาและคุณภาพ โดยเน้นที่มาตรฐานคุณภาพผลิตภัณฑ์, มาตรฐานโรงงานผลิต, คุณสมบัติที่เอื้อประโยชน์ต่อการปฏิบัติงาน, ประสิทธิภาพในการรักษา, ประสบการณ์การใช้ของแพทย์, และข้อมูลสนับสนุนคุณภาพยา
E-bidding announcement for the procurement of Doxazosin 4 mg prolonged-release tablets, 390,000 tablets. The project aims to provide patients with quality and effective medication according to medical standards.
The scope of work includes supplying Doxazosin that meets pharmacopeia specifications and complies with the Thai FDA requirements. Bidders must submit documents such as drug registration, GMP or PIC/S certification, Certificate of Analysis (COA), and drug samples.
Delivered drugs must have a shelf life of at least 1 year from the delivery date and must have quality assurance, including replacement if the drug expires or deteriorates prematurely. If the drug is not an original drug, bioequivalence studies compared to the original drug must be provided.
The selection criteria will be based on Price Performance, considering both price and quality, focusing on product quality standards, manufacturing plant standards, properties that facilitate operations, treatment effectiveness, physician experience, and data supporting drug quality.
