โรงพยาบาลสมเด็จพระยุพราชเดชอุดม มีความประสงค์จะจัดซื้อครุภัณฑ์การแพทย์ รายการเครื่องช่วยหายใจชนิดควบคุมด้วยปริมาตรและความดัน ขนาดใหญ่ จำนวน 1 เครื่อง ด้วยวิธีประกวดราคาอิเล็กทรอนิกส์ (e-bidding) เพื่อใช้สำหรับผู้ป่วยในภาวะวิกฤตที่มีปัญหาเกี่ยวกับระบบหายใจ โดยมีวัตถุประสงค์เพื่อให้การดูแลรักษาผู้ป่วยเป็นไปอย่างมีประสิทธิภาพ
ขอบเขตงานประกอบด้วยการจัดหาเครื่องช่วยหายใจที่มีคุณสมบัติทั่วไปดังนี้ ควบคุมการทำงานด้วยระบบไมโครโปรเซสเซอร์, สามารถใช้ได้กับผู้ป่วยตั้งแต่เด็กโตจนถึงผู้ใหญ่, เป็นเครื่องควบคุมการจ่ายลมและแก๊สเข้าปอดด้วยปริมาตรและความดัน, สามารถเคลื่อนที่ได้สะดวก, มีระบบผลิตอากาศภายในตัวเครื่อง และได้รับมาตรฐาน IEC 60601-1 นอกจากนี้ ยังมีคุณสมบัติทางเทคนิคอื่นๆ เช่น มีจอแสดงผลสีแบบ Touch Screen ขนาดไม่น้อยกว่า 17 นิ้ว, สามารถแสดงรูปกราฟและ Loop ได้, สามารถเลือกรูปแบบการช่วยหายใจ (Mode) ได้หลากหลาย, และมีระบบสัญญาณเตือนอัตโนมัติ
ผู้เสนอราคาต้องมีคุณสมบัติตามที่กำหนด เช่น เป็นนิติบุคคล, ไม่เป็นผู้มีผลประโยชน์ร่วมกัน, และมีมูลค่าสุทธิของกิจการตามเกณฑ์ที่กำหนด ผู้ขายจะต้องส่งมอบครุภัณฑ์พร้อมอุปกรณ์ประกอบ เช่น Green Breathing Circuit และเครื่องนำความชื้น พร้อมทั้งคู่มือการใช้งานและการบำรุงรักษา และให้การรับประกันสินค้าเป็นระยะเวลาไม่น้อยกว่า 2 ปี กำหนดส่งมอบพัสดุภายใน 90 วันนับถัดจากวันลงนามในสัญญา
Somdej Phrayupparat Det Udom Hospital intends to procure medical equipment, a large volume and pressure-controlled ventilator, via electronic bidding (e-bidding). The purpose is for use with critical patients who have respiratory problems, with the objective of providing effective patient care.
The scope of work includes supplying a ventilator with the following general features: microprocessor-controlled operation, suitable for patients from older children to adults, volume and pressure-controlled gas delivery, easy mobility, a built-in air production system, and compliance with IEC 60601-1 standards. It also includes other technical specifications such as a color touch screen display of at least 17 inches, the ability to display graphs and loops, a variety of ventilation modes, and an automatic alarm system.
Bidders must meet specified qualifications such as being a legal entity, not having common interests with other bidders, and having a net worth that meets the criteria. The seller must deliver the equipment along with accessories such as a Green Breathing Circuit and a humidifier, as well as user and maintenance manuals, and provide a product warranty for at least 2 years. Delivery is required within 90 days from the signing of the contract.
