เอกสารนี้เป็นร่างขอบเขตของงาน (TOR) สำหรับโครงการปรับปรุงระบบไฟส่องสว่างแนวรั้วพื้นที่เขตการบิน ท่าอากาศยานเพชรบูรณ์ โดยมีวัตถุประสงค์หลักเพื่อปรับปรุงระบบไฟส่องสว่างให้มีสภาพพร้อมใช้งานและเป็นไปตามมาตรฐานความปลอดภัยของสำนักงานการบินพลเรือนแห่งประเทศไทย โครงการนี้ครอบคลุมถึงการเปลี่ยนอุปกรณ์ที่ชำรุด ปรับปรุงระบบสื่อสารและโปรแกรมบริหารจัดการ โดยอุปกรณ์หลักประกอบด้วย โคมไฟส่องสว่าง LED, แผงเซลล์แสงอาทิตย์, อุปกรณ์ควบคุมการเก็บและคายประจุ พร้อมแบตเตอรี่ และอุปกรณ์ปรับปรุงสัญญาณและโปรแกรมบริหารจัดการ

ผู้ยื่นข้อเสนอจะต้องมีคุณสมบัติตามที่กฎหมายกำหนด, ไม่เป็นบุคคลล้มละลาย, ไม่ถูกระงับการยื่นข้อเสนอ, และเป็นนิติบุคคลที่ประกอบอาชีพรับจ้างงานที่เกี่ยวข้อง โดยต้องมีผลงานขายพร้อมติดตั้งหรือปรับปรุงระบบไฟส่องสว่างในพื้นที่เขตการบินในวงเงินไม่น้อยกว่า 3,140,000 บาทต่อสัญญา และผลงานต้องแล้วเสร็จภายใน 5 ปี ผู้ยื่นข้อเสนอต้องลงทะเบียนในระบบ e-GP, มีมูลค่าสุทธิของกิจการหรือทุนจดทะเบียนตามที่กำหนด, และต้องส่งเอกสารแสดงรูปแบบการสื่อสารของระบบ, ผลทดสอบมาตรฐาน, แคตตาล็อก, และรายละเอียดเปรียบเทียบคุณสมบัติทางเทคนิค

การพิจารณาคัดเลือกจะใช้วิธี “ราคา” โดยพิจารณาราคารวมที่ต่ำที่สุด ผู้รับจ้างต้องส่งมอบงานภายใน 150 วันหลังลงนามในสัญญา และมีระยะเวลารับประกันความชำรุดบกพร่อง 2 ปี

This document is a Terms of Reference (TOR) for the project to improve the lighting system along the fence of the airfield area at Phetchabun Airport. The main objective is to improve the lighting system to be ready for use and to comply with the safety standards of the Civil Aviation Authority of Thailand. This project includes replacing defective equipment, improving the communication system, and the management program. The main equipment includes LED lighting, solar panels, charge and discharge control equipment with batteries, and equipment for signal improvement and management programs.

Bidders must meet the legal requirements, not be bankrupt, not be suspended from submitting proposals, and be a legal entity engaged in the profession of contracting for related work. They must have a track record of selling with the installation or improvement of a lighting system in the airfield area with a value of not less than 3,140,000 baht per contract, and the work must be completed within 5 years. Bidders must register in the e-GP system, have a net asset value or registered capital as specified, and submit documents showing the communication format of the system, standard test results, catalogs, and comparison details of technical specifications.

The selection will use the “price” method by considering the lowest total price. The contractor must deliver the work within 150 days after signing the contract and has a warranty period of 2 years.
